Main Responsibilities of the Job
The Project Officer shall work closely and back-stop the Project Coordinator to carry out the following:
• Ensure strict compliance to the project implementation manual (PIM) and communicating key tasks/timelines to ensure these are clear to the team members at BRD and beyond, and that a detailed work plan is developed.
• Manage coordination and relationships with project stakeholders, including RISA, World Bank/AIIB and companies that apply for funding under the Project, through regularly interaction and coordination structures instituted, to ensure smooth implementation.
• Oversee and coordinate assessment/selection and onboarding of companies/beneficiaries, liaising with linked teams at RISA (as needed) and ensuring timely inputs from fiduciary and environmental and social (E&S) colleagues in the assessment of applications and signing of funding agreements with companies selected.
• Oversee and coordinate monitoring of agreements signed to ensure compliance, results and timely disbursement, requesting and consolidating inputs from fiduciary and E&S colleagues, and working with linked teams at RISA (as needed) to ensure robust tracking and timely disbursements.
• Draft and consolidate inputs to ensure quality and regular reporting on the project implementation to BRD/RISA management, relevant committees and the World Bank, as per the PIM, covering implementation progress, disbursements, health of the portfolio, results etc.
• Support preparation and adjustment of annual/quarterly work planning and budgeting, working closely with the financial management specialist.
• Proactively identifying and addressing any issues that could hinder delivery and performance, flagging these to the Project Coordinator.
• Support RISA on communication, outreach and awareness raising, as needed, targeting prospective beneficiaries/companies, to reflect the role of the BRD and respond to any questions posed.
• Ensure timely follow-up of any queries and complaints received by the BRD, liaising with other colleagues as needed to respond.
• Promote teamwork, enhance communication and timely exchange of information.
• Complete any other assignment from the line manager or the management of the Bank.
Professional, academic qualifications and experience
• A minimum of bachelor’s degree in project management, finance, business administration, economics, or related discipline is required.
• Minimum of 5 years of relevant work experience in project management.
• Experience in managing portfolios and project monitoring, compiling project planning, assessments and reporting.
• Experience with grant management and/ or business management preferred.
• Experience working with multiple stakeholders.
• Experience in managing client relationship with investors and multinationals and working with
startups preferred.
• Experience with World Bank projects, or donor funded projects is an added advantage.
• Experience in digital transformation is an added advantage, particularly challenges and best practice linked to digital access and digital innovation/entrepreneurship.
