Job description

The Protection Monitoring Assistant is responsible for the monitoring of the protection context in the area, including the safety and dignity of individuals and respect of their basic rights and reporting of protection incidents, concerns and trends in the assigned area of operation. Additionally, the Protection Monitoring Assistant identifies individuals at risk through household level assessments and provides them with orientation on available services or refers those with specific protection concerns as required.

Generic Duties:

  • Conduct protection monitoring activities at household and community level using a balanced combination of established quantitative and qualitative tools and follow SOPs and protocols of DRC Nigeria:
  • Ensure systematic and timely data collection using the standard household assessment of the PSNE and any other tools including questionnaires for P21, other questionnaires for different types of FGD/KIIs etc;
  • Identify key informants in the community to involve in regular protection monitoring activities through semi-structured or unstructured interviews (KIIs);
  • Facilitate Focus Group Discussions (FGDs) amongst community members on selected topics to better understand the causes and consequences of identified risks;
  • Monitor and report protection concerns and trends, new population displacements and movements in the areas of operation;
  • Report to the Protection Monitoring Team Leader / Protection Monitoring Officer any serious protection incident or immediate protection concern identified within target communities through a protection incident form and through the protection incident matrix used by DRC
  • Identify individual cases with protection concerns during household assessments for referral to internal services or specialized agencies and to flag them to officers for potential IPA= individual protection assistance
  • Verify collected information on protection risks as well as availability and access to services through direct observation of the area;
  • Support the Team Leader in the reporting of qualitative and quantitative data and information; ensure contribution to analyzing the PSNE dashboard for regular protection monitoring reports/alerts
  • Map main service providers in the area of intervention and identify and report gaps in the availability of services and quality of service provision;
  • Carry out all tasks respecting key protection principles including but not limited to: do no harm, non-discrimination, confidentiality, accountability and need-to-know principles;
  • Support sensitization, information dissemination and awareness raising activities.

Qualifications

Person Specification:

Education and professional experience:

  • University Degree in a related field (Social Sciences, Law is an asset);
  • Two years of relevant professional experience in the protection sector;
  • Previous working experience with IDPs, refugees and returnees;
  • Strong knowledge of international protection in the humanitarian context.

  • Computer literacy (Word, Excel) and ability to read dashboards.
  • Respect and non-discriminatory attitude.
  • Good interpersonal and communication skills
  • Strong data collection and reporting skills.
  • Ability to show empathy.
  • Ability to work under pressure and as part of a team
  • Fluency in Hausa and one of the language of Northern parts of Nigeria (written and spoken)
  • Working knowledge in English (written and spoken)

General Regulations

  • The employee shall follow DRC instructions on safety, confidentiality and ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework.
  • Employee should not engage in any other paid activity during the DRC contract period without prior authorization.
  • Employee should not engage in any activity that could harm DRC or the implementation of any project during the DRC contract period.
  • Employee should not give interviews to the media or publish project-related photos or other material without prior authorization.
  • Employee shall return all borrowed equipment for the project to DRC after the end of the contract period or upon request.
