In Uganda, our areas of intervention include Reproductive, maternal, newborn, child, and adolescent health (RMNCAH), Women led climate resilience (WLCR), Adolescent and youth economic empowerment, and communicable and non-communicable disease control.

Pathfinder received funding from the Government of the United Kingdom of Great Britain and Northern Ireland, through the Foreign, Commonwealth & Development Office, FCDO – Kampala, to implement the ‘Empowering Women for Better Reproductive Health Outcomes Programme’ (EMPOWER) from February 2025 to January 2030. EMPOWER is being implemented in 50 districts in Uganda, to strengthen public sector health systems’ capacity to deliver maternal health services. The project mentors health workers on family planning, maternal health, child health, and generates demand, while tackling myths and misinformation about family planning, harmful traditional practices and gender norms that deny women agency over their own bodies.

The interventions aim to contribute to a reduction in preventable deaths of mothers, babies, and children, and women and girls’ empowerment through choices about whether and when to have children.

Pathfinder is seeking a qualified and passionate individual who shares our vision and is eager to join our team in the following role:

POSITION: REGIONAL COORDINATOR

LOCATION: SOROTI REGIONAL OFFICE

 

Job Purpose

Reporting to the Technical Director, the coordinator will act as the primary liaison between regional teams and the central management, aligning regional implementation with the strategic objectives.

 

Key Performance Areas:

Management and Coordination

  • Coordinate regional office team and operations – ensuring smooth operations at the regional office and in all districts of operation.
  • Apply leadership and line management of regional staff, ensuring staff onboarding and orientation, presence on duty, leave planning in collaboration with human resource guidelines.
  • Ensuring availability of logistics and resources for use by the regional team.
  • Ensure compliance by all staff to Pathfinder, consortium partner and donor requirements.

 

Program Leadership

  • Oversee regional level work planning, program implementation, monitoring and reporting. Including activities as listed in the master workplan, including but not limited to health systems strengthening, joint district planning, support supervision, capacity building/ mentorship, SBC and community engagement. This will be achieved through:
  • Regular engagement of district and regional office-based program teams to agree plans of action.
  • Regular follow up on status of implementation
  • Innovatively instituting controls and checks to ensure implementation is happening.
  • Active participation, supervision and coordination of activities across all components.
  • Oversee the program coordination with district health teams in all districts of operation, creating and nurturing fruitful relationships with the district leadership; actively participating in district activities such as support supervision, joint planning, outreaches and community engagements, etc.

 

Supply Chain coordination

  • Working closely with the Supply Chain Advisor, and Service delivery and supply chain officers, coordinate between national level, district and health facilities to ensure close monitoring, reporting and replenishment of the whole range of supplies for non-interrupted service delivery.

 

Financial Management

  • Oversee the regional level budgeting and expenditure, keeping track real time of all expenditure, and running biweekly budget versus actual reports to the Finance Manager.
  • Work closely with the regional program and finance team to ensure timely, accurate processing of field payments. This will include making verification calls to all recipients to minimize financial loss.

 

Program Monitoring, Evaluation and Reporting

  • Coordinate with MEL for timely and accurate compilation of data from implementation sites; weekly, monthly and quarterly as guided by program leadership.
  • Innovatively establish a system for reporting back on performance by the field teams on a weekly or biweekly basis.
  • Liaise with and coordinate program and community teams to ensure the integration of cross-cutting equity themes such as adolescents and youth, refugees, disability, gender, etc., as well as accurate data capture and collection on these.
  • Prepare timely and high-quality reports on program implementation & forward the same to the Supervisor. Provide other information on program implementation as may be requested by the donor, the steering committee, etc.
  • Engaging the regional MEL Officers to strengthen monitoring of program activities in the assigned region (project indicators quality control of FP/MCH)

 

Minimally Required Job-Specific Competencies

  • Medical degree [BSc Nursing, or MBChB] or related field.
  • Masters degree in Public Health.
  • 8 years of experience working with the national health system and at district level. At least 5 years on a donor funded project.
  • Demonstrable collaborative approach including working with Government officials with good negotiation skills, diplomacy and tact.
  • Strong coordination, teamwork, collaboration, and conflict resolution skills.
  • Familiarity with FCDO regulations and compliance requirements is a plus.
  • Program Management: Experience in program management and administration, financial management, award compliance and sub award management, and tracking activity performance and costs.
  • Leadership: Demonstrated leadership skills in working collaboratively with other donors, host country institutions, and international organizations.
  • Relationship Building: Demonstrated depth and breadth of relevant technical expertise and experience, interpersonal skills and professional relationships.
  • Management and Supervision: Proven ability to lead, manage, and develop direct reports within a matrix culture.
  • Operations and Financial Management: Deep knowledge of operations and financial management on a donor funded project.

  • Record-Keeping: Maintaining detailed employee records, benefits, performance, and other HR documentation.
  • Confidentiality: Handling confidential information such as personal employee data, salaries, and disciplinary actions responsibly.
  • Software Applications: Advanced knowledge of MS Office products, including MS Word, Excel, Outlook, PowerPoint, and SharePoint.
  • Passion for SRHR: Commitment to family planning, reproductive health services, gender, maternal – child health services, and eradication of harmful traditional practices.
  • Self-Leadership: Must be organized, dependable, results oriented and able to work independently and achieve results, with very minimal supervision.
