Key Responsibilities:

Purpose

To provide technical and managerial leadership to field staff in the Northern Regional Operations Area and to ensure transformational development through the implementation of Sponsorship and non-Sponsorship projects in line with WV ministry policies, standards and guidelines . Observe mission and core values of World Vision and demonstrate a quality of spiritual life that is an example to others.

Strategic Planning, Development and Implementation

  • Lead planning and implementation processes involving Assessments, Designs/Redesigns, Baselines, Evaluations and Transition as well as Lessons Learnt Events.
  • Conduct project visits and lead project monitoring processes by staff and partners to ensure alignment to National Office Strategy and achievement of planned objectives.
  • Ensure high level of quality programmes in alignment with World Vision standards and development approach. Facilitate Clusters teams to take advantage of funding opportunities through concept paper development and submission of actual project proposals
  • Reporting – Ensure timely consolidation and submission of high-quality APs and projects annual management reports, semi-annual management reports, relevant project and special reports and human-interest stories by the Cluster Programme Managers.

Budget Planning, Management & Financial Accountability

  • Oversee the Cluster/APs budgeting and planning processes and reviews; ensuring that APs execute budgets in relationship to project and programme objectives as planned.
  • Put in place immediate measures to address all variances in actual budget spending.
  • Perform carry forward processes.
  • Review Projects’ and Programmes’ Field Financial Reports regularly and provide the required support to Clusters’ teams to enable them keep on track.
  • Ensure APs develop, submit and implement action plans to address all audit recommendations and that progress reports on the implementation are periodically submitted.

People Leadership & Management

  • Ensure that competent and motivated staff of the Regional Operational Area are hired and retained, and have valid contract at all times.
  • Establish annual performance and development goals for staff to ensure optimal performance.
  • Provide team leadership to ensure goals/objectives are met in a timely manner.
  • Make recommendations for staff promotions, rotation as well as relocations and reassignments.
  • Resolve and manage conflicts within teams so as to maintain team spirit and well-being. Recommend staff disciplinary measures to Senior Leadership.
  • Ensure staff care and wellbeing for staff in the Region which includes implementation and adherence to related policies like annual leave within set policies and regulations.

Sponsorship Management

  • Lead the review of Sponsorship KPIs and provide sponsorship management support for APs.
  • Ensure Sponsorship management standards are met and child protection policies and protocols are adhered to by all staff and partners.

Programmes Integration, Effectiveness and Alignment

  • Coordinate the integration of cross cutting themes and special projects including WASH, HEA, Child Protection, Advocacy and Christian Commitment into AP programming and delivery
  • Ensure well-coordinated and effective communication between the Regional Operations Office, Clusters Offices and Head Office;
  • Create and maintain effective working relationships with Sponsorship, HEA, Ministry Quality and all sectors and department/divisions to ensure programmes effectiveness in all APs and Projects.
  • Ensure availability of Project/program Information/data for input into Horizon and that these are regularly updated.
  • Assist in country strategy development, measurements and evaluation and ensure all APs and projects align to the NO, RO, and SO strategic operational goals and priorities.

Administration, Policy Communication and Compliance

  • Facilitate the provision of adequate logistics and administrative support to the Clusters and projects to ensure quality program and project delivery and reporting.
  • Ensure Clusters teams are well informed and comply with WV policies, guidelines and standards in programme delivery through adequate orientation and continuous training.

Disaster Risk Management& Security

  • Coordinate DRRP initiatives/protocols at the Base level involving partners, e.g. government, civil society, private sector
  • Ensure emergency preparedness and security measures are in place for the safety of the programmes, staff, WV Ghana assets, communities, RC & their families.

Representation, Stakeholder Engagement and Influence

  • Build partnerships through networking and advocacy with public and private sector to promote child well-being and WV Ghana visibility at the regional level
  • Represent WV Ghana ND and Senior Leadership at all fora where WV is invited and report on it.

  • Must be a committed Christian, able to stand above denominational diversities.
  • Attend and participate/lead in daily devotions and weekly Chapel services.
  • Understanding of WV ministry policies, procedures and standards
  • Understand and model a biblical view of leadership
  • Influence staff towards a shared WV mission
  • Perform other duties as required.

Qualifications:  Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

Educational level required:

Minimum- Bachelor’s degree is essential; bachelor degree in a field related to Development, Management, Economics or Social Sciences etc.

Preferred- Master’s Degree in Social Project Management, Development Policy and Planning, Development Management, Local Development Management, Programme and Project Management, Social Policies etc.

Technical Knowledge and Skills required:

Analytical and synthesis skills.

Ability to partner and influence decision-making that positively impacts on children.

Capacity for innovation

Ability to manage the Programme and Project Cycle

Leadership and people management

Experience in preparing proposals for development agencies.

Strategic and systemic thinking.

Ability to solve complex problems and to exercise independent judgment.

Strategic and operational planning

Project Design and evaluation

Experience:  5 years in managerial position.

Other:  3 years in leadership position in development programs.
