Responsibilities:
Supervised by the DCOP, the Regional QI Team Lead (Upper East / North East Regions) will work closely with the Ghana Health Service (GHS) to strengthen cross-cutting health systems functions and high-impact clinical interventions. This will include enhancing the capacity of regional and district managers as well as providers to apply QI principles to strengthen health service delivery.

Specific responsibilities include the following:

  • Lead QI activities based on the Activity’s Annual Work Plan and Monitoring, Evaluation, and Learning (MEL) Plan, and closely support the Activity’s MEL/knowledge management (KM) team;
  • Act as the focal person for activities within the assigned regions, ensuring the integration of QI and other behavior-led approaches across all Activity components;
  • Liaise closely with central-level GHS to ensure the implementation of harmonized approaches to integrated supportive supervision;
  • Provide technical support to regional and district health management teams in reviewing the capacity and progress in using QI to improve compliance with national guidelines and ensure harmonization across all levels across the public and private sectors;
  • Provide technical support in using QI methods to improve service delivery and client outcomes through training, on-site coaching, and support supervision across the public and private sectors;
  • Facilitate regular peer exchange and shared learning opportunities within districts and regions;
  • Expand and institutionalize behavior-led QI approaches across the service continuum across the public and private sectors;
  • Strengthen communication about QI and exchange of best practices among Activity stakeholders and communities of practice to expand capacity and further increase support for harmonized QI/quality management (QM) approaches;
  • Synthesize, document, and disseminate the process of institutionalizing quality of care into existing health service structures;
  • Perform other Activity related tasks as assigned.
Knowledge, Skills, and Abilities:
  • Experience in QI and QM approaches in health service delivery;
  • Ability to manage, interpret, and synthesize data for a variety of audiences;
  • Ability to work independently and take initiative;
  • Good technical report writing skills;
  • Familiarity with USAID administrative, management and reporting procedures, systems, and requirements;
  • Demonstrated strong interpersonal, oral, and written communication, and presentations skills;
  • Demonstrated ability to foster teamwork and to work as a team member, including with team members working in remote locations;
  • Proficiency with Microsoft Office products (Word, Excel, Outlook);
  • Proficient in oral and written English language.
Qualifications:
Required Experience and Qualifications
  • Master’s degree in public health, social sciences, health sciences, population studies, or a related field;
  • At least 10 years of work experience in the health sector, of which seven should be in QI;
  • Capacity to design and manage result-oriented programs and bring conceptual innovations in the technical support provided as an expert;
  • Experience working with international donors;
  • Experience working with/for the GHS.
