The “Together We Can…” (ISP) Association of Groups is an NGO based in Ponte nelle Alpi, Belluno. It works locally and in thirty countries in the Global South to support children, women, and men living in extreme poverty, emergencies, or conflict. It implements emergency and development cooperation projects that provide food, water, education, vocational training, human development, health, women’s empowerment, and child support. ISP has been active in Uganda since 1983, where it has two local offices (Kampala and Moroto) and its own expatriate and local staff who work through the local NGO “Together We Can.” Its mission focuses on improving the quality of life of the country’s most disadvantaged and vulnerable groups by strengthening their ability to identify and address needs related to basic needs, health, social and economic issues, education, human development, and the environment.
ROLE DESCRIPTION
ISP is seeking a professional for the role of Head of Office, Administrative and Monitoring Officer at the Moroto office, Uganda.
In coordination with the Project Manager, Country Representative, and local and headquarters staff in Italy, the incumbent will be responsible for the administrative management, MEAL, and coordination of ISP’s development cooperation activities in the Karamoja region.
Specifically, the incumbent will be responsible for the proper functioning of the Moroto office, ensuring the implementation of administrative and accounting procedures in accordance with the organization’s and donors’ standards. The incumbent will develop monitoring plans and tools and coordinate the collection, organization, and analysis of project data, contributing to the measurement of activity impact and the preparation of narrative and technical reports. The incumbent will also be responsible for supporting daily operational planning, supervising local staff, and managing logistics, ensuring the smooth running of field activities. This position will play a key role in maintaining effective relationships with local partners, institutional authorities, and beneficiary communities, promoting the effectiveness, transparency, and sustainability of interventions.
MAIN RESPONSIBILITIES
Administrative management of the Moroto office, accounting for project activities and overheads, in collaboration with the Kampala headquarters and the Italian office.
Coordination of local human resources involved in projects and support activities, contributing to the effective planning and implementation of activities.
Periodic updating and analysis of project and office budgets and financial reporting.
Supervision of procurement procedures and logistics management (vehicles, equipment, supplies).
Organization and supervision of project documentation.
Support the Project Manager and Country Representative in drafting and reviewing project proposals and in reporting.
Coordination of project and local partner monitoring activities, in line with plans shared with the Kampala headquarters.
Capacity building of local staff to strengthen their skills and managerial autonomy.
Representation of the organization in the Karamoja region: relations with partners, local authorities, donors, and stakeholders.
QUALIFICATIONS
Bachelor’s degree in development cooperation, economics, international relations, or related fields.
Minimum 5 years’ experience in a similar role, including at least 2 years in international cooperation.
Excellent knowledge of project accounting, procurement and reporting procedures, knowledge of PRAGs, and project planning principles with major institutional donors (AICS, UN, EU, etc.).
Experience in team coordination and human resources management.
In-depth knowledge of the project cycle (writing, implementation, monitoring, and evaluation).
Excellent organizational, interpersonal, and problem-solving skills.
Ability to work in isolated, intercultural, and complex contexts.
Excellent knowledge of spoken and written English.
Previous experience in sub-Saharan Africa is an advantage.
