Makerere University Business School (MUBS) is a Public Tertiary Institution established under the Universities and Other Tertiary Institutions Act (UOTIA), Cap. 262, and academically affiliated to Makerere University. The School has the mandate to provide business and management education, research, and training to support national development. MUBS aspires to be a regional and global centre of excellence in business and management education, producing graduates and knowledge that drive socio-economic transformation. The School seeks to attract and retain highly qualified and committed professionals who will thrive in a collegial, diverse, and supportive environment that upholds integrity, accountability, and service excellence. Applications are therefore invited from suitably qualified Ugandans to fill the following Senior Management positions at MUBS:

1. POSITION : SCHOOL SECRETARY

The School Secretary shall:

a) Serve as the Administrative Officer of MUBS, providing strategic leadership in institutional administration, governance support, and policy development and implementation.

Witnessing and sealing contracts, Memoranda of Understanding (MoUs), and agreements on behalf of the School, and ensuring their proper custody in line with statutory and institutional requirements.

Coordinating institutional reporting and accountability processes, consolidating submissions from the Bursar, Registrar, Dean of Students, Faculty Deans, and other units for Council and regulatory authorities. Promoting and institutionalizing a culture of integrity, transparency, and accountability across all governance and administrative operations.

Supervising, guiding, and appraising staff in the Office of the School Secretary, including setting performance targets, professionalism, and ensuring adherence to institutional values.

b) Serve as the Secretary to the Council and its Committees, facilitating governance processes, ensuring statutory compliance, and coordinating with relevant academic and administrative units.

c). fostering Providing governance advice and technical guidance to the Principal and the Top Management Committee, to facilitate decision-making, statutory compliance, and effective implementation of Council directives.

d) Exercise stewardship and custodianship of the School Seal, official records, and governance instruments, safeguarding their integrity, lawful use, and accountability. Provide oversight of the School’s administrative systems, ensuring efficiency, service delivery, and alignment with the Strategic Plan.

KEY DUTIES AND RESPONSIBILITIES:

The School Secretary shall be responsible for:

1. Providing strategic leadership in the administration and management of the School’s operations, ensuring efficiency, service excellence, and alignment with the Strategic Plan.

2. Serving as Secretary to the School Council and its Committees, facilitating governance processes, ensuring statutory compliance, and providing communication, interpretation, technical guidance, and follow-up on the implementation of Council policies and resolutions, in close coordination with relevant academic and administrative units. Exercising custodianship of the School Seal, official records, and instruments of governance, ensuring their integrity, confidentiality, and lawful use.

. Liaising with Government agencies, regulators, and stakeholders to strengthen institutional relationships, ensure compliance with statutory obligations, and safeguard the School’s governance interests.

. Carrying out any other statutory or governance-related responsibilities as may be assigned by the Council, the Principal, or the Top Management Committee in furtherance of the School’s mandate.

KEY OUTPUTS

. Accurate and timely minutes, records, resolutions of Council and Committees, circulated and archived within statutory deadlines. Functional governance support systems that ensure statutory compliance and effective follow-up on Council decisions.

Secure custody and lawful use of the School Seal, official records, and governance instruments. Consolidated and timely institutional reports (academic, administrative, and financial) submitted to Council and relevant regulatory authorities. Demonstrated alignment of governance and administrative processes with the School’s Strategic Plan and Council Charter. A professional, high-performing, and accountable Office of the School Secretary that supports efficiency and service excellence.

. Strengthened institutional credibility through effective liaison with Government, regulators, and statutory bodies.

DESIRABLE ATTRIBUTES:

The successful candidate must demonstrate:

1. Proven governance and leadership capacity, with the ability to guide institutional administration and support Council functions.

2. Integrity, accountability, and ethical conduct in line with the Leadership Code Act and principles of good governance.

3. Excellent communication, negotiation, and stakeholder engagement skills at institutional and national levels.

4. Advanced analytical, policy, and report-writing skills with a strategic outlook.

5. Competence in delegation, supervision, and performance management, fostering a high-performing administrative team.

6. Proficiency in ICT and digital governance tools, including electronic records management.

7. Sound judgment, resilience, and adaptability, with the ability to perform effectively in complex institutional environments.

8. Commitment to inclusivity, service excellence, and stakeholder satisfaction.

PERSON SPECIFICATION: Mandatory Requirements 1. An Honors Bachelor’s Degree in Arts, Social Sciences, Business Administration, Education, Law, or a related field from a recognized institution.

2. A Master’s Degree in Management, Administration, or Law from a reputable institution.

3. The applicant must have at least ten (10) years of progressively responsible administrative and governance experience in a public tertiary institution or in an organization with governance systems comparable to those of Makerere University Business School (MUBS), of which a minimum of five (5) years must have been served at Senior Management level (equivalent to PU5 or higher in the Public Service scale, or its equivalent in other reputable organizations)

. 4. Membership in a recognized professional body, such as the Institute of Corporate Governance of Uganda (ICGU) or its equivalent.

5. A valid Tax Compliance Certificate (TCC) from the Uganda Revenue Authority.

6. Must be a Ugandan citizen aged below 55 years at the time of application.

Added Advantage 1. Possession of a PhD in a relevant field.

2. A professional qualification, preferably from the Institute of Chartered Secretaries and Administrators (ICSA) or an equivalent recognized body. TENURE OF APPOINTMENT: A five (5) year contract, renewable once upon satisfactory performance and in accordance with the Universities and Other Tertiary Institutions Act (Cap. 262) and the policies of MUBS. 2.
