Responsibilities
Global HR Operations:
- Develop and implement HR policies, procedures and best practices globally, ensuring consistency and compliance with local laws and regulations.
- Manage the HRIS and other HR systems, ensuring data accuracy and security.
- Develop and implement HR metrics and reporting to track key performance indicators.
Talent Acquisition, retention, and development:
- Support and oversee the development and deployment of strategies for attracting, developing, and retaining talent, including incorporating the Competency Framework into the employee lifecycle; refining the performance management process; and overseeing the Learning and Development function.
Compensation & Benefits:
- Oversee compensation and benefits, ensuring competitiveness and compliance globally.
- Regularly update and maintain equitable and transparent compensation structures across all Country Offices and the US.
Employee Relations:
- Lead Employee Relations and address complaints.
- Provide counsel to managers on appropriate methods of addressing performance management issues.
- Foster an engaging organizational culture that promotes talent retention.
Leadership and Management:
- Lead and manage the Global HR team.
- Provide dotted-line oversight to, and support and build the capacity of HR staff in Country Offices; assist in articulating global HR policy at the country and regional level.
- Oversee Human Resources for US-based and remotely-based staff, coordinating as relevant with Employers of Record and PEOs.
- Advise the SMT on how to cost-effectively strengthen the HR function across the organization.
- Continue building an inclusive, engaged, and collaborative workplace, help to instill cultural awareness and sensitivity across IPA through human resources best practices.
Education & Experience
- Bachelor’s degree required. Advanced degree preferred. Certifications in HR helpful
(SPHR, GPHR) - At least 10+ years of leadership experience, with 5+ years leading an HR function.
- At least 5 years of experience managing people and teams of various sizes in dispersed locations, preferably across different regions among Africa, Asia and Latin America, demonstrating strong cultural awareness.
- International not-for-profit/non-governmental (NGO) experience is strongly preferred.

- Experience with change management is preferred.
- Full fluency in English. Fluency in Spanish and/or French is preferred.
