  1. Responsibilities:

Program Management Support

  • Work closely with the Program Coordinator to support the efficient implementation of IMC projects;
  • Manage grants and contracts and engage their performers
  • Ensure overall support to program teams through all stages of the Project Cycle Management (PCM) process.
  • Coordination and management of the grant cycle, from kick-off to close-out, including working with the Field Coordinators and Project Managers for grant/project meetings and pipeline meetings and ensure communication and follow-up with SMT on issues raised;
  • Ensure all activities are carried out in accordance with IMC Operational policies;
  • Take initiative to make extra contributions to the programs and proactively identify any issues and reports them to the Program Coordinator
  • Establish and maintain regular communication with project partners and other stakeholders;
  • Conduct regular spot checks and field visits to accessible project sites in order to work with and support Technical Coordinators (TCs) and Project Managers (PMs) in the effective implementation of the projects
  • Work closely with the P.C. in developing capacity building plans for the larger Program team
  • Support representation in sectoral, cluster working groups or thematic/ad hoc humanitarian coordination meetings as needed.
  • Other duties as assigned by the supervisor to develop and support IMC projects and operations

Grants Management

  • Act as focal point with donors in-country on grants management issues for ongoing and past, projects;
  • Review donor agreements and coordinate their review with the relevant IMC HQ office
  • liaise with the Cameroon Compliance Coordinator or HQ departments as necessary for adherence to donor regulations;
  • Ensure that partnership and sub-grant related administrative processes and procedures are consistently implemented throughout the program, including pre-award compliance checks, agreements, and disbursements and reporting;
  • Ensure comprehensive grant files are maintained up to date and are available for use by key staff.

Business and Proposal Development

  • Lead coordination of proposal development process from Go/No-Go to final submission, gathering input from Technical Coordinators (TCs), M&E staff, Field Coordinators, Program Coordinator, Finance, Technical Advisors, and ensuring proper review at the Regional and HQ levels;
  • Work closely with the P.C. in supporting facilitation of program design meetings, travelling to field sites & program activities in order to ensure high quality design processes;
  • Lead in drafting of proposals, budget narratives, editing of proposals and review against solicitation requirements and donor rules & guidelines in collaboration with the regional team;
  • Support, facilitate and coordinate the collaboration between PMs/budget holders and the logistics/supply chain department in the elaboration of procurement plans, and updating or of procurement plans to enable effective program delivery.
  • Act as focal point with donors in-country for the proposal development process

Reporting and Communication

  • Ensure sound management of reporting requirements, including timely and quality submission to donors
  • Review technical reports and program activity reports.
  • Receive program data and prepare monthly dashboards and situation updates;
  • Analyze, research, and be familiar with the region’s political and economic landscape.
  • Carry out Communication and Visibility activities as per need: Translate program related documents, draft and disseminate Press Releases, draft program related social media content;
  • Help organize internal and external meetings
  • Write quarterly and annual reports, with input from other colleagues.
  1. QUALIFICATIONS:
  • University degree and 3-5 years of relevant work experience or Master’s degree (e.g. Public Health, Social Work, International Relations, Business Administration, International Development, etc.) plus 1-2 years of relevant experience required;
  • Fluency in spoken and written English is a mandatory requirement
  • Familiarity with humanitarian operations, coordination structures, and the mandates of donors, UN agencies and other NGOs
  • Cross-cultural awareness and insight into health care issues
  • Excellent communication skills, both oral and written;
  • Excellent self-motivation skills;
  • Ability to exercise sound judgment and make decisions independently;
  • Excellent ability to handle multiple tasks in a fast paced and constantly changing environment;
  • Be flexible, possess the ability to cope in stressful situations;
  • Be creative and possess the ability to work with limited resources;
  • Strong analytical and research skills;
  • Strong computer skills, especially with MS Word, MS Excel, and MS PowerPoint
