Shining Hope for Communities (SHOFCO) is a non-profit organization based in Nairobi, Kenya and New York, NY that combats urban poverty and gender inequity in the slums of Nairobi. Kennedy Odede, who grew up in the Kibera slum, founded SHOFCO in 2004 with a focus on youth and gender empowerment.

Responsibilities

MEL Management (65%)

  • Work with Program teams to integrate MEL into ongoing program planning and implementation activities.
  • Work with program teams to streamline their data systems, define key indicators, and ensure seamless, timely, high-quality data including refinement and development of data collection instruments.
  • Coordinate with program teams to review indicator updates on a monthly basis.  Generate data reports (tables/graphs/reports) from the program databases at regular intervals, ensuring reports/information are available for program implementation staff as required. Facilitate data analysis with program implementation team as requested.
  • Lead the execution of diverse data and evidence activities, including baselines, routine monitoring, evidence reviews, analyses, and one-off evaluations. Ensure successful data collection, analysis, and reporting to drive better program decisions and impact.
  • Directly manage MEL coordinators responsible field based activities for different programs.
  • Contribute to ongoing MEL-related professional development for MEL and build the capacity of all relevant team members to develop and maintain a robust MEL system

Reporting, Communications and Fundraising Support (15%)

  • Develop and adapt monthly, quarterly, bi-annual and annual reporting tools and provide support to MEL Coordinators to use the reporting templates.
  • Support creation of draft monthly, quarterly, bi-annual and annual reports as needed and upon request by MEL Manager, Impact and Learning Manager and the Advancement team.
  • Manage relationships with partners as requested
  • Represent SHOFCO in Partnership meetings as requested

Information Management (15%)

  • Enhance monitoring of program outputs and quality, generate quality evidence on program impact and promote and ensure use of data for decision-making processes.
  • Support program teams use of CommCare and other MIS systems for program management and reporting.
  • Provide assistance for integration of forms and surveys into CommCare
  • Assist in creation and management of MEL information storage systems and ensure MEL data is backed-up on an ongoing basis

Administration (5%)

  • Provide management oversight and leadership, as requested by, and in collaboration
    with, the MEL Manager and Impact and Learning Director.
  • Participate in and contribute to internal and external mid-management meetings when applicable
  • Support general operations as needed including review and approval of field based CIFF / Mastercard MEL activities.
  • Safeguarding is all staff’s responsibility at SHOFCO. The Senior MEL officer is expected to escalate any safeguarding issues identified to the People and Culture and/or Safeguarding department.

Job Competencies (Knowledge, Experience and Attributes / Skills).

Academic Qualifications

  • Minimum of 4 years professional experience in high-quality professional roles, with at least 2 years in a leadership role involving MEL or data and evidence broadly.
  • Expertise with selected data analysis and visualization tools e.g PowerBI; ability to execute high-quality analysis and visualizations independently.
  • Bachelor’s degree required.
  • Proven success in designing, implementing, and operating data systems for Education, WASH and GBV programs.

Reporting: This position reports to the Senior MEL Manager/Data Manager with a dotted line to the Impact, Partnership and Learning Director
