Tetra Tech is recruiting an experienced Senior Operations Manager to manage all operations for the anticipated 32-person project office in Ghana and satellite offices in Senegal and Cote d’Ivoire and supervise a team of 10 professionals to ensure implementation of activities on time and within budget. This position is full-time, resident in Accra, Ghana and hiring is contingent upon USAID approval.

Position Responsibilities:

  • Coordinates day-to-day operations, administrative and logistical support to execute project activities across multiple countries in West Africa.
  • Oversees all project field operations including human resources, accounting, general administration, office management, logistics and health safety and security in line with project specific guidance, Tetra Tech policies and procedures, USAID rules and regulations and in coordination with the Tetra Tech home office.
  • Oversees the crosscutting support personnel and functions of procurement, grants under contract, environmental compliance, construction, and technical editing.
  • Maintains Tetra Tech’s legal corporate registration and ensures on-time legal and tax filings and required reporting with Government of Ghana as well as other countries that EWA may operate – namely satellite offices in Senegal and Cote d’Ivoire.
  • Oversees all financial actions including maintaining the petty cash imprest system, reconciling cash and bank statements, processing of vendor invoices and expense reports, processing of payroll and associated withholdings, executing tax reporting and filing, entering transactions in QuickBooks, preparation of financial statements, maintaining all records, coordinating VAT exemption requests, responding to financial audits and providing inputs to accruals, forecasts and budget updates as required.
  • Leads all field procurement of services and goods by drafting solicitation documents, conducting market research, evaluating bids, preparing evaluation memos, preparing contract requisition forms and scopes of works, providing inputs for USAID approvals, and tracking vendor performance/delivery against the contract.
  • Support as required human resource actions including recruiting and onboarding of new hires, managing benefits, and maintaining employee records in compliance with the Ghana labor law and Tetra Tech process.
  • Oversee all office administration and logistics such as updating project manuals, maintaining the project’s physical property inventory; maintaining the office lease; coordinating vehicle usage; organizing for travel arrangements and project events; and saving of all project data on the electronic project shared folder.
  • Serve as the project’s safety and security focal point ensuring compliance with Tetra Tech’s Duty of Care standard.
  • Perform other duties as assigned.

Minimum Qualifications

  • A bachelor’s degree in business administration or a related field with 10 years of experience in the administration of large, complex USAID-funded projects of similar size or a Master’s degree and 7 years.
  • Experience with USAID rules and regulations for travel, allowances, procurement, and grants under contract
  • Experience with project financial management, budgeting and forecasting
  • Experience supervising staff and coordinating with large technical teams
  • Excellent writing, communication and listening skills
  • Good organizational, analytical and problem-solving skills with an attention to detail
  • Proven ability to handle multiple tasks in a fast-paced, deadline-oriented environment, both independently and as a team member interacting with staff members and client representatives at all levels
  • A high level of ethics, professionalism, diplomacy, ability to maintain confidentiality and a commitment to customer service
  • Fluency (speaking, listening, writing, reading) in English
  • Advanced proficiency in the MS Suite: Word, Excel, PowerPoint, Teams

Valued Qualifications:

  • Experience working in the energy sector
  • Familiarity with USAID environmental compliance and construction management regulations
  • Professional proficiency in French
