TechnoServe is seeking a Senior Technical Manager – LSFF for the anticipated five year LSSFA Activity. As Senior Technical Manager, you will lead the project’s whole-of-business approach to strengthening food industry compliance with national fortification standards. The Senior Technical Manager provides overall leadership and strategic guidance on all aspects of private sector engagement with LSFF, including assessing industry needs, providing tailored technical assistance, improving access to finance, and building the engagement and motivation of industry leaders. The Senior Technical Manager will supervise a small team of technical staff and coordinate efforts with key stakeholders, including implementing sub-contracted partners, in support of industry engagement.
Primary Functions & Responsibilities:
● Oversee and ensure timely delivery of all project activities related to industry engagement for LSFF
● Lead the development and execution of project activities and deliverables such as technical briefs, presentations, reports, and assessments; oversee process from conceptualization stage through to writing, editing, and dissemination.
● Supervise and manage a small team of technical staff, providing ongoing mentorship and support
● Develop strong, collaborative relationships with food industry stakeholders and develop initiatives to strengthen their interest in, and commitment to, food fortification
● Design and coordinate training initiatives in a range of settings, and allocate resources to manage and lead training
● Oversee and/ or conduct food processing sector landscape rapid assessments and more comprehensive, detailed industry assessment at factory level for target countries and food vehicles
● Coordinate with the Engagement Manager in developing knowledge products for dissemination, including briefs, presentations, webinars, and others as needed.
● Collaborate with the USAID AFFORD Lead Award team to facilitate technical assistance as needed
● Translate key learning and best practice into knowledge products that facilitate the sharing of knowledge across the team and with key stakeholders, such as standard operating procedures, training materials, or other guidance documents
● Contribute to the development of annual work plans, proposing strategic activities in line with the project results framework and identified needs.
● Monitor progress against work plan, including tracking results against key indicators, following up and providing support to ensure timely achievement of project activities
● Recruit, hire, and manage local in-country consultants as needed
Basic Qualifications:
● Master’s degree in food science, economics, business, or other relevant subject, and at least 7+ years of professional experience in donor-funded programs.
● At least 5 years’ experience in the field of nutrition, food fortification, food systems, or other related fields.
● Demonstrated experience managing highly effective teams
● Excelled spoken and written English
Knowledge, Skills, and Abilities:
● Implementation experience addressing industry challenges, either as a consultant, processor, or development partner
● Experience conducting assessments in the private sector or food processing industry
● Deep understanding of the food processing industry and the ecosystem within which it operates
● Strong communication and interpersonal skills; able to build rapport and communicate persuasively and confidently with industry stakeholders
● Experience in capacity-strengthening and training
● Familiarity with large-scale food fortification, including processing and regulations
