BACKGROUND ON ANAPA:

The purpose of the USAID-funded Ana ndi Achinyamata Patsogolo (ANAPA) project is to prevent new HIV infections by ensuring equitable access to and use of health, HIV, and social services among children, adolescents, their families, and young women in Malawi. The ANAPA project is led by Project HOPE Namibia, with Project HOPE US, the Lilongwe Catholic Health Commission (LCHC), and the Association of Social Workers (ASWIM) in Malawi as sub-partners. As part of our scope, Project HOPE US is providing high quality technical assistance to consortium members and Government of Malawi (GoM) structures to build local capacity in the implementation of evidence-based, structured interventions, data management, and program monitoring, evaluation, and research.

 

POSITION SUMMARY: 

The Social Welfare Informatics Specialist (SWIP), who will be seconded to the Ministry of Gender, Community Development and Social Welfare (MoGCDSW)), will support various social welfare digital initiatives connected to ANAPA project, and MoGCDSW needs in particular the strengthening of the Child Protection Management Information System (CPMIS). The main goals are improving beneficiaries’ engagement, improving the quality of services and beneficiary outcomes, and data management. To satisfy the needs of MoGCDSW program, development Partners (DPs), and other stakeholders. New modules for the data system will also be developed with significant assistance from the Informatics Specialist as guided by the MoGCDSW. The SWIP will work with relevant professionals at MoGCDSW, ANAPA M&E team and relevant stakeholders to take on technical leadership support to the data entry teams and systems teams.

PRINCIPAL RESPONSIBILITIES:

Manage Digital Projects and other Tablet-based data capture:

  1. Strengthen the Social Welfare Informatics and Electronic Case Management competencies of  MoGCDSW personnel through targeted capacity-building initiatives.
  2. Collaborate within interdisciplinary teams to conceptualize, design, and execute digital programs aligned with Project HOPE’s goals, specifically focusing on the CPMIS instance.
  3. Conduct staff orientation sessions and comprehensive training modules on electronic case management, ensuring efficient utilization of the CPMIS system.
  4. Supervise and manage the GoM CPMIS projects, ensuring adherence to timelines, practicality, and established deadlines for successful implementation.
  5. Facilitate Management and Monitoring and Evaluation (M&E) processes by generating detailed reports and conducting data analysis using the CPMIS platform, providing valuable insights to support informed decision-making.

Data Quality:

  1. Establish a roadmap and checklist for quality assurance of the data.
  2. Clearly define and supervise the roles and responsibilities of project personnel involved in Electronic Case Management.
  3. Regularly audit and review the districts workplan, providing input on developments and resolving concerns.
  4. Create logic for data validation to identify problems and improve data quality.

Data Visualization / Dashboard:

  1. Define dashboard end-users and their requirements.
  2. Develop custom project dashboards for each end-user group.
  3. Construct and evaluate the dashboards to ensure they comply with the set guidelines.
  4. Describe the needs of the user for complex and interactive outputs.
  5. Create intricate, dynamic reports that capture relationships between many variables or different levels of disaggregation.

Additional Responsibilities:

  1. Maintain regular contact with local M&E personnel and ensure Project HOPE US staff members are informed about significant program advancements and matters critical to program operations. Protecting Project HOPE US resources and reputation, including its technical, administrative, and financial program elements, is essential.
  2. Support in developing and managing Informatics-related Information Technologies (IT) service agreements.
  3. Provide technical guidance and assistance for information technology-related tasks.
  4. Support staff with creating journals/articles, research papers, and advanced data analysis for projects.
  5. Fulfil any additional tasks and obligations the Country Representative deems appropriate in agreement with the MoGCDSW.

 

MINIMUM REQUIRED SKILLS, EDUCATION AND EXPERIENCE:

  • A master’s degree in informatics, computer sciences, Information systems, or a similar discipline.
  • Eight years of minimum practical experience in data administration and programming.
  • At least five years of experience with the development, maintenance, and configuration of DHIS2.
  • Expertise in a range of electronic data systems.
  • The ideal candidate will have a great deal of expertise in user-friendly database design and database integration on various platforms.
  • Experience monitoring and evaluation expertise from a non-governmental or governmental body.
  • Management experience in health programs, including fostering cooperation between Non Governmental Organizations (NGOs), Civil Society Organizations (CSOs) and government’s Ministries, Departments and Agencies (MDAs).
  • Demonstrable communication, organization, and leadership abilities.
  • Fluent in English with exceptional writing skills.
  • Strong interpersonal and communication skills that allow for productive cooperation with duty station employees and regional teams.
  • Proficiency in team motivation, including presentations, training, mentoring, and skill transfer.
  • Excellent fluency in written and verbal communication and the capacity to produce regular activity and program status reports.
  • Excellent analytical abilities.
  • Skilled in report writing, presenting methods, and information technology.
  • Able to lead a team or project, manage several priorities, and operate with little guidance or supervision.
  • Demonstrates critical and creative thinking skills.
