Since the start of 2021, Cameroon has experienced an increase in cases of yellow fever. In view of this worrying situation and the sub-optimal performance of routine vaccination, the country, with the technical and financial support of its partners, is committed to carrying out additional reactive vaccination activities in seven (07) districts of health in April 2024. The objective of this campaign is to strengthen the collective immunity of the population. The health districts targeted by this campaign are: Djohong, Meiganga, Tignère in the Adamaoua region, Garoua 1, Gaschiga, Ngong in the North region and Djoum in the South region.
The objective of this campaign is to vaccinate at least 95% of the target aged 9 months to 59 years in these districts. The post-campaign vaccination coverage survey aims to assess vaccination coverage following WHO methodological requirements.
2.OBJECTIVES OF THE SURVEY
The general objective of the survey is to evaluate the quality of the implementation and the results of the vaccination campaign against yellow fever in the seven targeted health districts (Djohong, Meiganga, Tignère, Garoua 1, Gaschiga , Ngong, Djoum), at the end of the response campaign against yellow fever .
Specifically, this will involve:
- Evaluate the quality of campaign preparation at central and operational levels;
- Evaluate the quality of the implementation of campaign activities at the different levels of the pyramid;
- Estimate vaccination coverage according to the socio-demographic and economic characteristics of the populations (including special populations) in the targeted districts and in particular by age group and sex;
- Estimate the proportion of children aged 12-59 months vaccinated for the first time against yellow fever during this campaign;
- Estimate the proportion of parents aged 15 and over informed before administering the vaccine in the targeted health districts;
- Document the reasons for non-vaccination and refusal to vaccination during this campaign;
- Estimate the occurrence of serious and minor AEFIs during and after the campaign;
- Evaluate the management of serious and minor AEFIs during and after the campaign
- Evaluate the level of knowledge of the population regarding diseases preventable by vaccination
- Identify the main channels of information for parents about the campaign ;
- Formulate recommendations to improve the quality of future response campaigns against yellow fever.
3.METHODOLOGY
The contractor should rely on WHO recommendations for vaccination coverage surveys to develop its survey methodology to estimate vaccination coverage at the district level . The contractor must have proven experience in electronic data collection which will be favored within the framework of this survey.
4.EXPECTED AND DELIVERABLE RESULTS
Details of the expected results will be provided to the contractor through the survey concept note. The main expected deliverable is the report presenting post-yellow fever vaccination coverage and information relating to the specific objectives stated above. It will be accompanied by a summary document aimed at facilitating the communication of said results.
5.SUBMISSION OF THE PROPOSAL TO THIS CALL FOR TENDER
The service provider must have solid experience in carrying out surveys. The document required for submitting a proposal to this call for tenders should include:
o The overall methodological design of the survey, a timeline, training, management and procedures for the field survey;
o The sampling plan and frame;
o The data collection organization plan;
o References from previous surveys carried out, including vaccination coverage surveys;
o The proposal for the data analysis plan;
o A work plan with timetable for delivery of the final report within two months following signing of the contract;
o A detailed financial offer for carrying out the survey.
6.EDUCATION
- Bachelor’s/Master’s degree in public health or epidemiology or engineer in statistics/demography
- PhD/Doctorate, in health sciences, social sciences or MBA are assets
7.PROFESSIONAL EXPERIENCE
- Have at least two years of experience in the field.
- Experience within the United Nations would be an asset.
