Job description

SI is seeking a Team Leader who will be responsible for designing and implementing an evaluation of the MCC Malawi Compact Accelerated Growth Corridors (AGC) Project. The Team Leader will oversee a team responsible for developing the evaluation design and work plan, implementing data collection, and completing baseline, interim, and final evaluation reports. The evaluation is expected to be a performance evaluation, with HDM-4 modeling preferred.

Position is contingent upon the award of the contract to Social Impact. Anticipated award date in April 2025. Level of effort is to be determined.

Responsibilities:

  • Lead the development of deliverables at all phases of the evaluation, including the design report, data collection instruments, and evaluation report(s), ensuring quality control and timeliness of all submissions.
  • Lead the study team in data collection (traveling to Malawi as needed), including enumerator training and qualitative interviewing. Lead analysis.
  • Coordinate team members at every stage of the evaluation, requesting inputs and support as needed.
  • Lead client and stakeholder communication, presentations, and interfacing with program implementers.

Required Qualifications:

  • Minimum of a Master’s degree in economics, engineering, statistics, or another field directly relevant to the evaluation
  • A minimum of 15 years of demonstrated experience managing large, complex teams, and an understanding of all aspects of the evaluation which can be demonstrated through education or experience
  • Demonstrated experience designing and leading evaluations of transport sector projects, including instrument design, data collection, analysis and reporting.
  • Excellent written and spoken English.
  • The following qualifications are preferred:
    • Experience designing and implementing data collection for HDM-4 modelling, including but not limited to: vehicle operating cost surveys, traffic counts, roughness and surface condition data collection, and origin-destination surveys.
    • Experience conducting key informant interviews.
    • Experience coordinating with developing country governments, ministries and/or local NGOs/CBOs for the design and implementation of evaluations.
    • Experience with social and gender research, particularly in the context of transportation systems.
    • Prior experience in the transport sector in the context of Malawi or the surrounding region highly preferred.
