Deliverable-based responsibilities: 

1. Technical Report (approx. 20 pages, not including annexes): Situational analysis of adolescent FP situation in Ghana, including national policies, data and statistics, and key stakeholders in the country. Due: November 30, 2024
The Consultant is expected to lead the development of this technical report. Some potential activities will include:

– Conducting desk review of the current Youth FP situation and publicly available data sources and documents. Analyzing the existing policy environment for Youth FP and consistency across relevant youth- and FP-related policies.
– Identifying and mapping the key stakeholders and conducting key informant interviews and summarizing data from interviews.
– Collecting additional data from stakeholders to update the model and provide background information.

2. Assistance in organizing 1-2 workshops to validate model inputs, train model users, review model outputs, and develop advocacy messages. Potential activities include:

– Organizing contacts and coordinating workshop invitations
– Workshop logistics
– Co-facilitation of workshop sessions

3. Technical Report (approx. 20, not including annexes): Workshop report including a summary of events and major points of discussion, final validated model inputs, advocacy messages developed, and next steps for using the model results

The Consultant is expected to lead the development of this workshop report, and coordinate inputs with team members. Some potential activities will include:

Required Qualifications:

Education and Experience: 
Degree in public health, health financing, international development, health policy and planning, or equivalent

Knowledge and Experience: 
– Relevant educational experience in public health, public administration, or related field such as administration, policy/planning, or appropriate experience in managing or coordinating strategic planning processes.
– Demonstrated analytical and research skills.
– Proven ability to work independently and as a team member.
– Knowledge of the Ghanaian health system and youth advocacy and stakeholders.
– Highly proficient with Microsoft Office and general computer skills.
– Knowledge of topics around adolescent fertility, FP programs, and USAID health programming.
– Excellent organizational, interpersonal, and communication skills.

Languages: Fluency in English is required.

Evaluation Criteria:
Technical (Interview) – 40%
Knowledge and Experience – 40%
Cost- 20% Interested individuals must submit their proposed daily rate along with applications.
