The Technical Director will oversee the design and implementation of all technical strategies and interventions for the project to efficiently and effectively achieve set objectives. The Technical Director will play a pivotal role in leading the project team to ensure that the MoH can effectively plan, coordinate, and manage the HIV/TB response, aligning with national health priorities and regulations. This position requires strong leadership, strategic planning, and technical expertise to drive the success of the project. The Technical Director will be based in Eswatini and will report to the Principal Investigator (PI).

Position is contingent upon receipt of donor funding and will be based in Eswatini.

Accountabilities

Provide technical leadership at project level to ensure technical assistance is provided to the MOH for organizational capacity building in the specified areas.

Ensure the implementation of technical strategies to strengthen MOH leadership and governance function for the HIV and TB response

Lead efforts in supporting the MOH to engage in resource mobilization for the HIV and TB response and transparent financial management.

Coordinate the use of state of the art approaches and tools to support MOH to optimize workforce planning and performance management.

Monitor and ensure that the project meets the milestones and targets set for by funder and in the project work plan, and ensures all activities are conducted in close coordination with the MOH and are in alignment with the Eswatini Government’s standards, protocols and policies.

Liaise with the PI and government and NGO counterparts within the health system at national and regional levels to ensure high quality project deliverables.

Support functional linkages between relevant stakeholders.

Oversee the development of all regular and ad hoc technical reports and other deliverables.

Represent the project with external audiences and at conferences and other forum, as needed.

Provide technical assistance to relevant stakeholders to design, develop, implement, monitor and evaluate strategies to effectively integrate various components of service delivery elements as appropriate.

Support management with recommendations for process improvement to achieve strategic goals.

Support performance management and professional development of direct reports, including ongoing feedback, coaching, and career support.

Perform other duties as assigned.

Education

Minimum of a Masters degree in Public Health, Health Workforce Management, Project Management, Business Administration. PhD in Public Health, Management, or other related areas preferred.

Experience and Skills

8 years experience with progressively increasing responsibility in designing, implementing, managing, and leading organizational capacity building activities for a large project program involving multiple partners, stakeholders, and geographic target areas in a developing country, with at least the most recent three years in Eswatini.

Prior experience as a Technical Director or senior leadership role at a similar level of a PEPFAR, CDC or other donor-funded project is required

Demonstrated deep technical knowledge around leadership and governance, resource mobilization, capacity building, and health workforce is required

Demonstrated experience with high level stakeholder engagement and negotiations with relevant government agencies especially within Eswatini

Experience in strengthening health systems and working with MOH will be an added advantage.

Experience with evidence generation and thought leadership would be an added advantage.

Must be able to read, write and speak fluent English with proficient excellent communication skills.

Ability to spend long hours looking at a computer screen and doing repetitive work on a keyboard.

Ability to sit and stand for extended periods of time. Ability to lift 5lbs.
