RESPONSIBILITIES
The Technical Director will provide high-level technical expertise, ensure the effective design and implementation of evidence-based interventions, and oversee the monitoring and evaluation of key project outcomes.
- Lead the design and implementation of technical strategies and interventions to strengthen HIV/TB programmatic capacities within the MoH and ensure high-quality service delivery aligned with regional best practices.
- Oversee the development of evidence-based policies and interventions, utilizing data and global standards to inform program decisions and track progress toward achieving key health outcomes.
- Collaborate with the MOH to establish a mentorship framework that enhances national technical oversight, supports capacity strengthening, and promotes leadership in HIV/TB management across Eswatini’s health systems.
- Guide the use of monitoring, evaluation, and learning (MEL) systems to ensure that programmatic activities are tracked effectively, allowing for adjustments based on data and insights to meet project goals.
- Lead efforts to implement quality improvement (QI) and quality assurance (QA) methodologies across HIV/TB services, ensuring continuous learning and adaptation to improve patient outcomes and integrate services into routine health systems.
- Introduce and implement innovative, evidence-based approaches to improve the delivery and integration of HIV/TB services within the broader health system, fostering sustainable program implementation through MOH ownership and leadership.
- Provide technical assistance to support the development of national HIV/TB policies, guidelines, and protocols, ensuring that all interventions are aligned with Eswatini’s public health goals and CDC’s priorities.
- Work closely with the MOH to develop and implement risk communication and community engagement strategies to close program gaps, reduce stigma, and improve access to HIV/TB services for vulnerable populations.
- Ensure close collaboration with key stakeholders, including CDC, PEPFAR, MOH officials, regional health structures, and other implementing partners, to facilitate coordination of activities and the effective scale-up of project interventions.
- Support efforts to increase MOH ownership of HIV/TB interventions and ensure sustainability through domestic funding mechanisms and long-term integration into routine health systems.
- Oversee the technical aspects of project reporting, ensuring timely submission of high-quality technical reports and contributing to knowledge management and the dissemination of lessons learned.
QUALIFICATIONS
- MD, PhD or MPH in public health, infectious diseases, health systems strengthening, epidemiology, health administration/management, social sciences or a related field;
- At least 8-10 years of experience in senior-level technical roles, managing the implementation of large-scale HIV/TB or other public health programs, particularly in resource-limited settings.
- Demonstrated technical expertise in HIV/TB prevention, care, and treatment interventions, including experience in managing QI/QA, M&E, and health systems strengthening initiatives.
- Proven experience working with Ministries of Health or other government institutions in the areas of technical assistance, capacity building, and health system governance, with a strong understanding of CDC/PEPFAR programs.
- Strong analytical, interpersonal, and leadership skills, with demonstrated ability to manage technical teams, collaborate with high-level government officials, and work with diverse stakeholders.
- Proficiency in data-driven planning and using monitoring, evaluation, and learning (MEL) frameworks to drive program improvement.
- Experience working in Eswatini or Southern Africa, with a deep understanding of the regional HIV/TB landscape.
- Familiarity with PEPFAR and CDC reporting requirements, including a demonstrated ability to ensure compliance with donor regulations.
- Excellent communication skills in English, both oral and written, with the ability to present complex technical information to diverse audiences.
- Ability to travel throughout Eswatini as needed.
