IntraHealth is recruiting a Technical Director / Deputy Chief of Party for the anticipated five-year USAID/South Sudan Care and Treatment Activity. The purpose of this Activity is to improve access to and use of comprehensive HIV prevention, care, and treatment services in South Sudan, particularly for people living with HIV (PLHIV) and people at high risk for HIV infection, including at-risk young men and boys, women and girls, children, and key populations, such as female sex workers (FSW) and their clients and men who have sex with men.
The Technical Director / Deputy Chief of Party will collaborate with the Chief of Party to ensure strong technical leadership, including robust strategic planning, sound and high quality implementation, and consistent achievement of expected deliverables and results.
This position will be supervised by the Chief of Party and will act as an interim leader when needed. The candidate should be an HIV and TB prevention, care and treatment expert and possess project management skills, advocacy, and strategic planning experience. Additionally, the candidate should be a creative thinker with experience in cultivating, planning and implementing innovations in data driven comprehensive HIV and TB prevention, care and treatment programs. They should have the ability to establish and maintain professional relationships with the government and other stakeholders at national, regional, district and facility levels including sub-partners. Additionally, the candidate must have supervisory skills and experience working with staff and stakeholders. Proficiency in English skills are required.
This position is based in Juba, South Sudan and is subject to the availability of funds and USAID approval.
MAIN RESPONSIBILITIES
- Provide technical leadership and guide strategies and the implementation of HIV and TB prevention, care and treatment infusing innovation into the program as needed.
- Lead the technical design of the project and ensure alignment with national and global standards and best practices.
- Ensure implementation fidelity of the project in line with PEPFAR and World Health Organization standards.
- Collaborate with USAID, the Ministry of Health, South Sudan HIV/AIDS Commission, implementing partners, and other technical and financial partners to ensure smooth implementation of the project.
- Participate as a key member at national technical working groups and provide technical assistance to MOH staff.
- Initiate and facilitate regular technical meetings to review program implementation and use data and identify measures to overcome obstacles and limitations to project implementation and quality improvement of deliverables.
- Lead the documentation and sharing of knowledge and lessons learned from the implementation of the project with USAID, Ministry of Health, other HIV/AIDS stakeholders within the country and the IntraHealth home office.
- Work with the Strategic Information Director, to ensure data driven programming at all levels (national, district and site) and quality improvement initiatives across the program.
- Lead timely development and implementation of the annual work plans and timely submission of reports. Develop and monitor program budgets in alignment with the work plans.
- Provide overall leadership of the technical team and supervise and mentor senior technical advisors to ensure strong technical implementation.
- Stay up to date on current developments in PEPFAR, HIV/AIDS programming, particularly regarding the access to and quality of comprehensive HIV and TB prevention, care and treatment services.
- Supervise and represent the project in the absence of the Chief of Party.
MINIMUM REQUIREMENTS
Education & Experience
- Clinician with master in public health (MPH) and experience managing HIV and TB prevention, care and treatment (MD desired).
- Have at least ten (10) years of experience leading or delivering technical assistance in HIV and TB prevention, care and treatment programs in South Sudan or similar contexts in sub-Saharan Africa.
- At least five (5) years of experience working in similar or senior roles in USAID/PEPFAR-funded projects.
- Knowledge of USAID and PEPFAR rules and regulations and reporting requirements and/or experience working on a USAID/PEPFAR-funded project.
- Experience working with and strengthening technical and organizational capacity of local implementing partners.
- Demonstrated experience in the supervision of diverse teams of technical experts to deliver quality results.
- Extensive experience in leading and coordinating technical strategy planning processes, while supervising multiple work streams.
- Fluency in English, both written and oral (4S/4R).
- Experience in fragile and conflict-affected environments.
- South Sudanese nationals are strongly preferred.
