The Technical Director, Health Financing is accountable for project deliverables and results, implementation, and ongoing monitoring of project activities related to health financing and governance, including fulfillment of technical strategy and vision, project and people management, documentation and reporting, and client and stakeholder relationship management
SPECIFIC RESPONSIBILITIES
Under the oversight of the Chief of Party, the Technical Director, Health Financing will:
- Provide technical and programmatic direction with respect to programming aimed to strengthen health financing and governance and ensure that activities and strategies are in line with technical and programmatic guidance.
- Ensure technical excellence delivered on-time and within budget.
- Develop and execute project results frameworks and MERL plans, ensuring appropriate and timely documentation and dissemination of key results.
- Serve as the primary liaison between the project, USAID, and the Ministry of Health (MOH) for activities related to health financing and governance, ensuring effective dialogue and relationships across all stakeholders.
- Manage and mentor staff, consultants, and local partners to ensure effective performance and institutionalization of expertise.
- Build and maintain effective collaboration, coordination, and partnerships across key internal and external stakeholders and identify and ensure synergies with other relevant efforts to achieve maximum impact.
The Technical Director, Health Financing will support Ethiopia’s MOH, select health sector facilities and institutions, and local partners to:
- Lead, support or supervise analytical work and economic analysis in areas potentially including but are not limited to fiscal analysis, service costing, cost-effectiveness analysis, HTAs, equity analyses, national health accounts, health insurance and strategic purchasing, and the development of health financing reforms, policies, and plans.
- Produce policy and advocacy briefs and facilitate dialogue between the MOH, Ministry of Finance and Economic Development, and Parliamentarians.
QUALIFICATIONS
- Master’s Degree in health economics, health financing, or related field.
- 10+ years of relevant professional experience is required, focused on designing, implementing, and/or evaluating health financing programs in similar settings.
- Demonstrated technical knowledge of UHC, health insurance, financial protection, equity, domestic resource mobilization, and other relevant health financing topics related to government financing for health.
- Proven ability to provide technical leadership and support, capacity building and technical assistance on the design and implementation of activities related to domestic resource mobilization, risk-sharing and insurance, strategic purchasing, and/or governance for health financing.
- Substantial experience providing technical leadership and/or assistance to ministries of health, sub-national health authorities, and/or national health insurance agencies in Ethiopia.
- Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly building productive and collaborative partnerships with government agencies, NGOs, private sector groups, USAID, and international organizations.
- Proven ability to align diverse, multi-level teams with project goals, objectives, and result areas.
- Strong interpersonal skills coupled with excellent communication skills.
- Demonstrated strategic agility, diplomacy, conflict management, and negotiation skills.
- Fluency in English and Amharic is required.
