Management and Administration
Assist in providing technical support to the PIU in the implementation of the Project and ensure the activities are well aligned with the National Tourism Master Plan;
Assist in monitoring the implementation of project
under the Task Agencies
Assist in supporting the works of the officers in Project Area Facilitators (PAFs)
Assist in the preparation of the Annual Work Plan and Budget (AWPB) for Component 1;
Supports the preparation and consolidation of AWPB for the overall Project;
Assists in the preparation of TORs for additional technical support (consultants/advisors) where
required, and assists in leading the monitoring, supervision and review of their outputs;
Participates in international and local meetings, seminars, symposiums and workshops; and
Participates and provides support during field visits, Implementation Support Missions, etc including facilitating stakeholder meetings/events and arranging
logistics and other tasks.
KEY RESULT AREA planning, tourism marketing, and licensing (Subcomponent 1.1)
commissioning analytical studies to support the review of existing frameworks including the development of terms of reference.
Assists in Leading, Coordinating and supporting the tasked agencies in the formulation and implementation of recommendations, reforms and initiatives for activities under Subcomponent 1.1, elaborating plans, providing technical input, leading workshops and ensuring strong sensitisation and coordination between all stakeholders
Assist in providing tourism sector guidance to the PIU in accordance with the Tourism Policy, Law and Tourism Master Plan on topics such as licensing, marketing, branding, concessions, collaborative management, etc.;
Assist in facilitating effective collaboration between the Zambia Tourism Agency (ZTA), the Ministry of Tourism (MoT) and the tourism private sector in destination marketing;
Assist in promoting a participatory and Responsible tourism approach, especially in destination planning at the site level
SCHEDULE OF DELIVERABLES.
Key Deliverables:
Assist in the successful facilitation of Memorandum of Understandings (MOUs) and approved Task Concept Documents (TCDs) and preparation of Terms of References (TORs) for SC1.1 and 1.2”
Assist in the consolidation of Component 1 AWPB from Tasked Agencies and the Project Area Facilitators, as inputs into the Project AWPB;
Assist in the preparation of component Semester Reports as inputs into the Project Semester Reports.
Assist in ensuring successful and timely completion of the Destination Plan and SESA in all sites.
Assist in the successful achievements of tasks planned under Subcomponents 1.1 and 1.2
Assist in the successful coordination and facilitation of the implementation of the
MGS in all sites
Assist in the preparation of tourism-related project briefs, presentations, working
papers, concept papers, proposals, etc.
5. DURATION OF THE CONSULTANCY AND TIMELINE
The contract will be for a period of Two (2) Years with the possibility of extension based
on satisfactory performance.
6. PERFORMANCE ASSESSMENT / COMPENSATION
The Tourism Specialist Assistaant will be subject to appraisal every 6 months in the first year of the contract and thereafter on an annual basis.
QUALIFICATIONS AND EXPERIENCE
A bachelor’s degree in Tourism, Leisure and Hospitality Management, Business, ural Development Studies or a closely related discipline from a recognised university;
At least five (5) years experience in tourism development;
Strong professional network with tourism private sector and cross-sectoral stakeholders;
Demonstrated skills and experience in tourism development in protected areas;
Relevant experience in tourism licensing, marketing, branding, data and policy reform
Experience working on donor-funded projects will be an added advantage.
A good understanding of Government procedures and the World Bank’s working environments is not a requirement but will be an added advantage
