Main responsibilities
• Defining, coordinating, and monitoring all activities related to the clearing and transportation of medical and non-medical goods in the Mission according to MSF protocols, standards, and procedures, in order to ensure the optimal running of the Mission.
Main Responsibilities include but not limited to:
• Continous Assessment of the market for service providers who are able to satisfy the needs of the clients:
• Continously assess the Units’ client needs for transport services and research the market to find the optimal transport solution (optimal compromise between costs and quality).
International and national transport regulation follow-up and active context monitoring:
• In cooperation with National Pharmacist and Protocol Officer, gather information from internal and external sources and regularly update the “Transport & Customs Tab & Customs entry & exit point Tabs” on the CSP GeoApp, the SOPs that are used as reference for ALL MSF sections in the country and other documents containing the country- specific customs requirements and procedures (including emergency procedures).
• By using the right Incoterms, IATA regulations for special transports (dangerous goods, diagnostic samples, etc…) and other regulations, support the region in the transportation of regulated items.
Partnerships and suppliers relationship management:
• Network with other entities (MSF,NGO,Etc)to ensure coordination, timely information sharing and problem solving.
• Periodically evaluate supplier performance and report about it.
Quality Management & Good Distribution Practices (GDP):
• Support the Transport & Customs team in anticipating, planning and scheduling goods distribution and trasportation in line with clients requests and respecting MSF internal quality standards and national standards.
• Support the Transport & Customs (T&C) team in ensuring the respect of MSF internal GSDP standards and national GSDP standards.
Transportation reporting and document flow:
• Responsible to report on T&C activities and for the quality of the data related to T&C activities
HR management:
• Responsible to manage and supervise the T&C team at the Unit, and to coordinate with the HR department and Supply Coordinators on all HR processes (recruitments, periodic evaluations etc.).
Experiences, Skills and Competencies Required:
• Education: Relevant Degree in Supply Chain Management, Logistics, Transport and Freight Forwarding.
• Experience: Five (5) years of relevant international transport handling experience, Import/export-related experience, high level of analytical and problem-solving ability, and negotiation. Manage complex workload and leading others to accomplish team goals.
• Skills and Competencies Required: Ability to plan and organize work effectively and deal with multiple tasks simultaneously. Leadership skills, Excellent communication skills, Behaviour Flexibility, Teamwork and Cooperation. Must have excellent communication, people management skills and a high level of maturity and integrity.
• Languages: English, Local languages and French is a plus.
• Knowledge: Highly computer literate, good knowledge of governmental protocols (diplomatic status and administrative procedures.
