The Senior Social Accountability Specialist will be a core member of the NPI EXPAND activity evaluation team and will provide subject matter and evaluation expertise on the evaluation team. The planned period of performance for this activity is expected to start mid-January/early February 2024 and go through June 2024. The anticipated level of effort during this performance period for the Senior Social Accountability Specialist is estimated at 63 days.
Responsibilities:
- Participate in the development of the evaluation work plan and design.
- Utilize strong evaluation and subject matter expertise in both quantitative and qualitative methodologies to support the evaluation team.
- Contribute to the development of instruments, respondent selection, and secondary data review process.
- Serve as the subject matter expert around social accountability for the evaluation and provide leadership in the development of tools to analyze and interpret evaluation findings and make actionable recommendations.
- Participate in data collection and capture efforts including conducting interviews, document reviews, and direct observations.
- Collaborate with the evaluation team members to analyze data, draft evaluation report, and presentation, including participating in the Findings, Conclusions and Recommendations (FCR) process including addressing Mission comments.
- Collaborate with the evaluation team in presenting the findings and recommendations of the evaluation to USAID/Ethiopia and other relevant stakeholders.
Qualifications:
- Master’s degree in public health, sociology, economics, social work, social anthropology. development studies or related field required.
- Minimum five years of relevant work experience implementing social accountability programs or related areas is required.
- Experience in data collection, analysis, and interpretation using quantitative and qualitative methods required.
- Experience in the application of social accountability tools, especially the Community Score Card approach.
- Experience conducting similar evaluations/studies in the project implementation regions including in Amahara, Sidama, and Southern Nations Nationalities Peoples’ (SNNP) regions is preferred.
- Experience in organizational capacity assessment would be a plus.
- Experience in USAID’s cross-cutting program priorities, such as localization, gender equality and women’s empowerment, etc.
- Knowledge and experience related to family planning, reproductive health, and maternal and Child health.
- Familiarity with USAID Evaluation Standards and requirements required.
- Strong understanding of social accountability tools and their implementation in developing countries required.
- Strong written and oral communication, organizational and time management skills, with the ability to meet deadlines and deliver high-quality work required.
- Proficiency in English, both written and verbal required. Skills in other official local languages or recognized languages are a plus.
