Plan International aims to reach as many children as possible, particularly those who are excluded or marginalized; with high quality programmes that deliver long lasting benefits by increasing its income, working in partnership with others and operating effectively.

Plan International South Sudan is currently developing a new five-year strategy with the overall purpose of transitioning from saving the lives of children girls, young people and women to changing their lives. In other words, the new strategy will be focused on triple nexus approach which include humanitarian assistance, peace and long term development.

Currently, the country programme reaches over 2 million children supported in five (5) States. It has a country annual budget turnover of nearly 30 million Euros, a growing team of over 200 full time staffs and over 500 volunteers, with a country structure that is still under discussion as part of the development of the new country strategy.

The purpose of the Directors of Programs- Strategy role is to provide strategic and visionary leadership to the strategy, business development, MERL and thematic functions of Plan International in South Sudan. This position reports to the CD and directly manages Technical Programme Leads and the MEAL Manager.

The job holder will oversee the realization of the country office’s strategy, making sure there is adequate funding to finance the strategy.

The job holder will provide leadership in forming strategic partnerships and engaging with donors, international and national NGOs, governments and other potential partners. He or she will oversee the influencing and advocacy drive of the organization to ensure that targeted positive changes are achieved. He or she will oversee development of annual country plans and measurement of KPIs.

The Director Of programs-Strategy is primary accountable for the strategic programme planning, project and programme design, influence and advocacy work on national and local level. In addition, the incumbent is accountable for technical excellence and monitoring and evaluation in line with the Programme Quality Procedures, as well as organizational standards, frameworks, and procedures etc.

The Director of Programs-Strategy is managed directly by the Country Director and will at times be required to take on the responsibilities of the Country Director position in his/her absence

The Director of Programs- Strategy is a member of the Country Management Team (CMT) along with Country Director, Head of People and Culture &, Country Finance Manager, Head of Supply Chain, Head of Business Development. S/he is expected to contribute to Plan’s understanding and strategic direction in the country

Technical Expertise, Knowledge and Skills Required to Achieve Role’s Objectives:

Knowledge

· Sound understanding of integrated development and critical analysis of root causes of child poverty.

· Demonstrable knowledge on key issues in development regarding Global Goals, UNCRC and CEDAW particularly around child rights.

· Excellent knowledge of strategic planning process.

· Knowledge of effective participatory MER systems and processes.

· Knowledge of the host country, the geopolitical factors affecting child-poverty in the country as well as the political, social and economic opportunities for development are an advantage.

SKILLS

· A master’s degree, preferably in development from a university of repute or equivalent education and 10 years’ experience

· 10-15 years of experience (including international) in managing development programmes and preference with disaster response with large and complex budget

· Exceptional conceptual and strategic thinking skills

· Ability to train, mobilize, and manage both international and national staff

· Flexibility and ability to multi-task under pressure;

· Ability to work well in unstable and frequently changing

· Ability to communicate and negotiation at different levels and effective interpersonal skills, including the ability to build relationships with colleagues with diverse experiences

· Excellent written and oral communication skills, including presentation and public speaking

· Strong analytical and problem solving skills

· Leadership analysis/coaching and mentoring skills
