Under the direct supervision of the Deputy Representative, the Programme Budget Officer is responsible for specialized tasks in support of the preparation, planning, monitoring and control of programme budgets, management of donor grants, data analysis, capacity building, quality assurance of PCA budget reviews and risk management. The Budget Officer is responsible for monitoring and allocating incoming funds to the appropriate programmes and will support the management of donor grants by the country office, in line with UNICEF rules and regulations.

Additionally, s/he will monitor funds utilization in accordance with donor conditions and timeframes, provide input to the relevant sections’ donor reports, and support the development of reports for the Senior Management and the Country management Team regarding key management indicators. S/He provides regular feedback on the status of key processes and accountabilities and advises on improvements to keep planned results on track.

The Budget Officer analyses programme budget proposals for completeness, correctness and conformity with the programme budget guidelines, advises staff on the programme budget process, from planning to implementation and reporting, providing support for effective and efficient management of financial resources during the implementation of the budget.

Minimum requirements:

Education:

A university degree in one of the following fields is required:  Business Management, Finance, Administration, Project Management, Development Studies, Statistics, Social Sciences or any other related field of discipline relevant to the job.

Work Experience:

At least 1 years of relevant work experience in programme administration, budget and / or financial management functions, is required.

Skills:

 Ability to express clearly and concisely ideas and concepts in written and oral form is required.

Demonstrated ability to organize and implement training, including development of methodologies is an asset.

Language Requirements:

Fluency in English is required.

Desirables:

Experience in, and knowledge of, the country context is an asset.

Experience in a UN system agency, international organization and/or large corporation is considered as an asset.

Experience with IPSAS and/ or IFRS is considered is an asset

Advanced knowledge of Microsoft Office, especially Excel is required, with demonstrated capacity to produce reports using graphs, charts and tables.

Knowledge of and proficiency in SAP/ VISION is required

Developing country work experience and/or familiarity with emergency.
