Chemonics International Inc is hiring a Clearing and Delivery (C&D) Officer to support activities aimed at improving the customs clearance and delivery of goods procured under the Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) program. The officer also provides day-to-day support for customs clearance operations, monitors deliveries, and liaises with local partners to ensure timely and efficient achievement of objectives.
Project: Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM)
Background
The purpose of the Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR) and President’s Malaria Initiative (PMI). In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain. At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives: Global Commodity Procurement and Logistics, Systems and Operational Support, Global and local collaboration to improve availability of health commodities.
- Work with the C&D Specialist to review documentation prior to shipment to ensure compliance with the purchase order as well as import/export requirements in the country of destination/origin
- Ensure timely submission of National Drug Authority (NDA) application for Verification Certificates and waiver requests to Ministry of Health, as well as obtaining approvals from the suppliers Local Technical Representatives
- Obtain import Verification Certificates from NDA for all commodities and share with Deliver/Return team prior to shipment arrivals in-country
- Ensure timely delivery of all required and approved clearing documents to the clearing agents and the appointed 3PLs, through close consultation with the Deliver/Return team
- Monitor the relevant parties to ensure coordinated delivery of goods by shipping agents
- Verify the count and acceptability of received products once cleared from customs and delivered to the warehouse
- Participate in tracking orders as well as shipments processes to ensure visibility including final delivery date visibility
- Share periodic reports on status of activities relating to shipments and waiver processing
- Ensure that all records relating to a shipment are properly referenced and filed in a systematic manner
- Liaise with NDA to obtain results for commodities that undergo mandatory post-shipment testing
- Identify special or reoccurring delivery problems and propose solutions to the Country team
- Carry out additional responsibilities and other duties assigned from time to time by the Clearing & Delivery Specialist or his/her designee
Qualifications and Desired Attributes
- Bachelor’s degree in Logistics, Procurement, Supply Chain, Business Administration or Pharmacy
- At least three years’ experience in international procurement, clearing and forwarding of health commodities; pharmaceuticals, laboratory reagents/consumables and supplies
- Prior experience with USAID-funded projects or GHSC-PSM preferred
- Knowledge and understanding of Uganda’s regulations on importation and customs clearance of medical supplies. Experience with NDA iRIMS system is an added advantage
- Demonstrated ability to build and maintain working relationships, particularly interacting productively, proactively, and comfortably with government agencies
- Excellent interpersonal skills, sound judgment, and ability to identify and resolve operational constraints
- Proficiency in Microsoft Office applications (Word, Excel, Outlook, PowerPoint)
- Strong verbal and written communication skills in English
- Ability to work independently in high-demanding environment and deliver expected results
Level of Effort and Location
This long-term position will be based in Kampala, Uganda with intermittent travel throughout the country, as needed.
