Job description

ESSENTIAL DUTIES
1) Support the preparation of the Annual Procurement Plan for all UNOC business
functions and its subsidiaries
2) Support the market survey and assessment exercises using appropriate methodologies
3) Regularly review the Specifications, terms of reference and bills of quantities prepared
by user departments and provide timely guidance and feedback to users while
ensuring completeness and compliance with the PPDA Act and other relevant
Regulations
4) Verify that procurement requests are in accordance with the approved Procurement
Plan
5) Prepare advertisements of bid opportunities and bid invitations
6) Prepare bidding documents for various categories of supplies, services and works
using the relevant Regulations
7) Prepare and compile timely submissions for consideration/approval by Contracts
Committee
8) Manage the issue, receipt and opening of bids, expression of interest and proposals
from bidders, potential service providers, contractors and suppliers
9) Organize pre-bid or pre-proposal as well as negotiation meetings
10)Support and coordinate the bid/proposal evaluation process by setting up meetings
and generating reports
11)Timely implement Contracts Committee decisions
12)Prepare purchase orders and facilitate the necessary approvals
13)Actively coordinate contract processing procedures to ensure compliance with the
award decisions of Contracts Committee
14)Conduct contract performance reviews on a timely basis
15)Maintain and archive records of the procurement and disposal process (statements of
requirements, bid documents, media placements, approved contracts etc.)
16)Prepare the relevant documentation to support the Disposal process
17)Preparation of relevant reports as required
18)Undertake any other duties and responsibilities as may be assigned from time to time
by the supervisor(s)

Qualifications & Experience
1) A bachelors degree (Hons) in Engineering or Procurement, Supply Chain
Management, or Economics, Business Administration with a bias in Procurement
or other related course with a bias in Procurement and Supply Chain Management
from a recognized University
2) Post graduate qualification (Diploma or CIPS Level II) is an added advantage
3) A minimum of 4 years related working experience in procurement in the Oil and
Gas industry is an essential requirement.
4) Extensive knowledge of international business, supply chain management and
contracting management
5) Extensive knowledge of contracting laws and regulations
6) In-depth understanding of oil Exploration and Production operations is an essential
requirement

Skills and Competencies
1) Skills in bid coordination and bid management
2) High degree of integrity and professionalism
3) Working knowledge of the PPDA procurement rules and procedures
4) Possession of good record keeping, report compilation, report writing,
communication, presentation, and feedback skills.
5) Ability to work under pressure and tight deadlines
6) Excellent Analytical skills
7) Attention to detail and problem solving skills.
8) Ability to maintain confidentiality and a record of impeccable integrity
9) Excellent interpersonal skills and ability to interact with colleagues from all
departments and levels of the organization
