Under the leadership of the Senior Finance Manager, the Finance Manager is responsible for the
day-to-day maintenance and smooth running of an accurate and up-to-date accounting system;
providing management information for planning, control and decision making, and providing timely
and accurate financial reports.
The Finance Manager will also be responsible for the overall leadership and supervision of the
financial accounting issues within the department.
The position holder will also be particularly responsible for assisting the Senior Finance Manager to
implement effective risk management strategies.
Management, Monitoring, Evaluation & Compliance– 40%
● Ensure accurate and timely entry of data into the Finacialforce and maintain complete
documentation of all financial transactions and audit trails.
● Working in conjunction with Senior Finance Manager to put in place a system which ensures
that all major risks are identified, analyzed, mitigated and monitored on a monthly, quarterly
and annual basis.
● Ensure staff members comply fully with all internal control measures and liaise with
Auditors for the conduct of annual Audit and further ensure that all audit recommendations
are timely carried out.
● Ensure the Finance team consistently meets all the daily, weekly and monthly deliverables.
Coordination and Supervision – 30%
● Check all Payment Requisition Forms for accuracy and complete documentation and also
supervise the payment process to ensure 100% of approved ePRFs are paid within the week
and vendors/suppliers or staff notified appropriately to acknowledge receipts.
● Supervise the daily bank checks to ensure that accurate journals are consistent with approved
EA and posted by Friday.
● Liaising with HR to ensure that all issues on staff compensation are timely addressed.
● Supervise the monitoring of stakeholders for advance retirements and following up on staff
with overdue advances.
● Supervise the overall development and maintenance of Training Manual for stakeholders
● Responsible for organizing weekly Finance team meetings for updates on financial issues and
facilitating in-house training of Finance Team members.
● Supervise and manage the performance of the finance team for effective discharge of their
daily, weekly, monthly and quarterly finance deliverables.
● Ensure all audit recommendations are timely implemented.
Building Sustainable External Stakeholders Relationship, Support and Teamwork -20%
● Support the finance team in monitoring the districts for prompt advance retirements.
● Support the development, implementation and revision of Financial Training Manual or
Guide Book for district partners. Further assist in the effective monitoring of the usage of
the Financial Training Manual.
● Help in organizing relevant financial training for stakeholders on a quarterly basis.
● Help in conducting quarterly assessment and ranking of Districts partners to promote
accountability and healthy competition and award them.
● Maintain cordial relationships with bankers, Ghana Revenue Authority, SSNIT, Registrar
General Department, Department of Social Welfare, Fund Managers to ensure that all issues
are timely addressed.
● Support teams lead with their financial issues.
Information Management System 10%
● Ensure accurate filing of all financial documents (both manual and electronic) for easy
referencing and retrieval
● The Finance Manager will be Liaison Person on all financial matters with stakeholders
Experience and educational qualification
1. Applicants should have a Master’s degree in Finance, Accounting or relevant field. A
Professional qualification (e.g., ACCA, ICAG) is an added advantage
2. Applicant should have a minimum of 7 years relevant working experience in similar role

8. Proficiency in MS office suite (Word, Excel, PowerPoint) including advanced excel skills is a
must.
