Job Summary

The Head of Procurement is responsible for all procurement activities across C-Care Uganda, covering medical equipment, capital projects, non-clinical goods and services, and outsourced contracts. Pharmaceutical and clinical consumables procurement is excluded from this scope and is managed by the Supply Chain team. The role leads end-to-end sourcing, contract management, vendor relationships, and delivery of major capital and infrastructure projects, ensuring value for money, compliance, and timely execution across all group companies. The role carries particular accountability for driving a strong pipeline of capital and infrastructure projects, working closely with clinical, finance, and facilities teams to ensure projects are scoped, tendered, and delivered on time and within budget.

Job Details

  • Devise and implement effective sourcing strategies for medical equipment, capital assets, general equipment, and non-clinical goods and services across all C-Care group companies. Note: procurement of pharmaceutical products is excluded from this role and is managed by the Supply Chain team.
  • Lead the planning, tendering, and end-to-end delivery of capital and infrastructure projects (facility expansions, equipment installations, renovation works, and non-clinical fit-outs), ensuring projects are scoped accurately, competitively tendered, and executed on schedule and within approved budgets.
  • Manage end to end procurement and supply of general equipment (CAPEX inclusive), outsourced service needs for C-care group companies.
  • Demonstrate expertise in contract negotiations and cost management by examining and testing existing contracts, pricelists with all service providers and ensure the best rates are attained are consistent for all group companies including Health service providers.
  • Create and maintain a database of prequalified service providers and business partners and ensure profitable suppliers
  • Lead strategic supplier/vendor relationship management to continually identify process improvements and cost reduction opportunities and secure advantageous terms.
  • Approve the ordering of necessary goods and services and finalize purchase details of orders and deliveries
  • Track and report key functional metrics to reduce expenses and improve effectiveness across the group
  • Collaborate with key persons to ensure clarity of the specifications and expectations of the company
  • Perform risk management for supply contracts and agreements and foresee alterations in the comparative negotiating ability of suppliers and clients
  • Be fully accountable for procurement and purchases and report any abuse/irregularities of resources under your care.
  • Monitor and forecast demand for non-pharmaceutical materials, equipment, and assets; maintain adequate stock levels of non-clinical supplies and ensure safe and appropriate storage. Coordinate with the Supply Chain team on any interface points where equipment and consumable procurement intersect.
  • Team management with reference to process adherence, induction & training and performance management. Ensure that induction and training of all new staff in the department is done
  • Manage a pipeline of capital and infrastructure projects end-to-end: define scope, lead tendering processes, evaluate bids, manage contractor relationships, track milestones and budgets, and report progress to the CFO and relevant BU heads. Particular focus on ensuring heavy upcoming projects are delivered on time and within approved budgets.
  • Maintain a clear interface with the Supply Chain team on pharmaceutical and clinical consumable procurement; ensure no duplication of scope and support a seamless vendor management approach across the group.

 

Requirements

  • Bachelor’s Degree in Procurement or Supply Chain Management.
  • A master’s degree or professional certification e.g. CIPS.
  • At least 6 years of working experience in a busy environment, most preferably in a managerial position.
  • Demonstrable experience in sourcing and managing procurement of medical devices and equipment, capital assets, and non-clinical goods and services. Experience managing capital or infrastructure projects from tender to completion is highly desirable given the heavy project pipeline ahead.
  • Experience in audit/assessments and the implementation of supply chain management improvements
