Job Purpose.
Lead the planning, delivery, and continuous improvement of IT systems and services to support ministry operations. Drive system reliability, security, and innovation while managing a high-performing IT team.
Key Responsibilities Areas
1. Lead IT strategy execution and align systems with organisational priorities
2. Manage IT infrastructure, networks, and systems for reliability and security
3. Drive system availability, performance, and continuous improvement
initiatives
4. Oversee IT governance, risk management, and data security controls
5. Manage IT vendors, contracts, and service delivery performance
6. Lead IT projects and system implementations across the ministry
7. Strengthen user support services and service delivery standards
8. Build IT capacity through training and user adoption initiatives
9. Manage IT budgets, procurement, and cost optimisation
10. Supervise and develop IT team performance and accountability
11. Coordinate business continuity, backup, and disaster recovery
systems
12. Drive innovation and adoption of appropriate technology solutions.
Qualifications, Skills, and Experience.
The applicant for the role should hold at least a bachelor’s degree in
computer science, Information Systems, Information Technology,
Telecommunications Engineering, or Software Engineering from
recognised university.

Industry Certification from either CISCO, Microsoft or Oracle
required.

Master’s degree in any of the above fields is preferred.
•A minimum of 8 years’ working experience in system administration,
infrastructure, security and technical implementation with at least 5
years in a supervisory role.
Proficiency with Microsoft Dynamics will be an added advantage.
Proven experience in project management.
Knowledge of budgeting, financial planning and management
reporting.
Good communication skills.
