The Finance and Administration Manager will have primary responsibility for managing all fiscal and operations activities for the project as a whole and provide oversight to both functions in Ghana. On the fiscal side, this position will have oversight and authority over budget monitoring and financial reporting for EngenderHealth and its consortium members, ensuring compliance with EngenderHealth, USAID and statutory rules and regulations. On the operations side, the Finance and Admin Manager will have authority and oversight over project procurement; operational and contractual arrangements with sub-awardees/sub-grantees; office management; logistics; and compliance with applicable USAID rules and regulations. Additionally, the Finance and Admin Manager will be responsible for directing operational and administrative support for setting up and closing out field offices. To successfully deliver on these duties, the Finance and Admin Manager will collaborate with counterparts within EngenderHealth’s global and regional team and partner representatives. The Finance and Admin Manager will also provide support and training to EngenderHealth, and partner organization team members as needed, to help ensure sound, reliable, effective, and efficient financial management systems. This position will report to the Chief of Party.
REQUIREMENTS
Must possess the following requirements with or without a reasonable accommodation.
- Master’s Degree or higher in Business Administration, Finance, other relevant fields, or equivalent.
- At least seven (7) years of experience in the administrative and financial management of large international projects, including experience in the management of USAID projects.
- Experience managing and auditing financial data ad implementing financial processes for projects with budgets in excess of $5million, including:
- Supervision of budget, data collection, and spending;
- Tracking of multiple funding codes.
- Risk management.
- Opening/closing funding sources and country offices; and
- Disposal of capital equipment.
- Experience writing financial analysis narratives for internal, regulatory, and donor audiences.
- Experience executing and managing subawards and small grants.
- Experience with US Finance office collaboration in donor reporting and financial audits.
- Familiarity with USAID rules and regulations, including Uniform Guidance, the Automated Directive System
- Proficiency in relevant accounting software such as SageX3, NetSuite or QuickBooks
- Excellent organizational, analytical, oral and written communications skills.
- Experience interacting with the US government, host country government, multilateral agencies, and other key stakeholders.
- Fluency in English required; additional proficiency in local Ghanaian languages preferred.
