Democracy International (DI) is seeking to hire a Program Manager for the five-year Performance Accountability Activity in Ghana funded by USAID. This activity focuses on strengthening civil society oversight of and feedback into government performance in public service delivery and to support government, especially at the local level, and public service providers to be more responsive to citizen demand in delivering quality essential services. This is based on the premise that citizen action and engagement are critical for ensuring that the government delivers quality services with increased accountability. This is a full-time position based in Accra, Ghana. This position is only open to Ghanaian citizens.
The Program Manager will be responsible for managing PAA Activity’s grant-making processes to implementing partners in coordination with PAA technical and operations teams and the Program Management Unit (PMU). The Program Manager who will be part of the technical team, will support grants related programmatic activities such as developing annual implementation plans, writing the activity performance reports and capacity building activities for partners. The Program Manager will also conduct routine monitoring of grantees for the purpose of grants management and assisting with financial reporting.
Essential Duties:
- Negotiate grant agreements with implementing partners and monitor the implementation of grants agreements over the life of the Activity.
- Manage grant agreement changes and amendments as necessary as operational conditions change in association with the PMU.
- Oversee grants application processes, selection procedures, and reporting.
- Troubleshoot challenges and adaptations with partners in response to unforeseen challenges or new developments.
- Support the implementation of PAA activities through implementing partners.
- Participate in annual implementing plan development to align the grants program with overall activities.
- Track and review grants and contracts through the payment cycle, ensuring compliance with USAID regulations and agreements and DI policies.
- Ensure post-award grants management in accordance with relevant USAID regulations.
- Support and/or participate in program activities at the discretion of the Chief of Party; Deputy Chief of Party and other similar tasks and responsibilities that DI might reasonably request.
Qualification / Skills:
- Bachelor’s degree in business administration, management, social sciences, development studies or equivalent fields. Master’s degree is preferred.
- Minimum of eight years of relevant experience, such as programmatic and/or technical experience, required.
- Experience with USAID programming, grants work and financial reporting
- Experience working with civil society and/or NGOs in Ghana.
- Experience working with Ghana government agencies desirable.
- Strong organizational skills and ability to manage multiple demands, prioritize, and produce high-quality work under pressure.
- Commitment to accuracy in all tasks and attention to detail and follow-up is essential.
- Demonstrated experience of successful teamwork and excellent communication and interpersonal skills.
- Demonstrated commitment to ethics, transparency, and accountability in program implementation.
- Professional fluency in English is required.
- Working knowledge of Microsoft Office tools required.
- Ability to multi-task and prioritize tasks.
