This project funded in the 7th cycle of the Global Fund Grant (CS7) covers 53 health districts in Côte d’Ivoire and works with 6 SRs whose close monitoring is ensured by three (03) area teams deployed by Save the Children.
In the event of a major humanitarian crisis, the role holder will have to work outside the normal profile of the role and be able to vary working hours accordingly.
KEY AREAS OF RESPONSIBILITY:
The DCOP MEAL & OR will assume key responsibilities in the following areas:
Monitoring-evaluation and reporting
- Coordinate the implementation of a situational analysis of the monitoring-evaluation and operational research function within the framework of the Global Fund project, then the development and implementation of an action plan for improving the performance of monitoring-evaluation activities;
- Ensure the design and regular updating of the monitoring and evaluation plan and that of the operational research plan of the Global Fund Malaria project;
- Coordinate the creation and management of a database enabling the real-time collection of comprehensive data, both at the SR and PR levels;
- Facilitate the process of creating and/or updating the project’s data collection tools, in line with the performance framework and National Guidelines;
- Provide leadership in the development of the project performance framework, as part of the grant negotiation, ensure a breakdown of the targets to be achieved at the different levels of intervention.
- Organize team orientation/training sessions at PR and SR level on the definition of contractual indicators, the method of calculating targets and the actions required for performance monitoring;
- Establish a procedure and frameworks for analyzing project data, coordinate the performance of monthly analyses at the various levels of intervention (PR and SR), share a monthly summary note analyzing project performance, and contribute to the implementation of the plan for resolving identified problems;
- Coordinate the regular updating of the various dashboards (PR Dashboard, Indicator Performance Tracking Table, Detailed Implementation Plan, etc.) and coordinate the development and monitoring of action points resulting from these analyses;
- Establish a procedure and tools for quality assurance of project data and activities, coordinate monitoring by area teams of the implementation of these procedures by the SRs, supervise the implementation of quality assurance procedures at the PR level and coordinate monitoring of the implementation of action points resulting from the various quality assurance exercises;
- Ensure the preparation of periodic programmatic reports (quarterly and annual) and contractual reports (semi-annual PUDR) for the entire project and coordinate the monitoring of the implementation of recommendations and/or action points arising from these reports;
- Coordinate the development of the required documents and present the progress of the project during program review meetings at Save the Children level, with the national party (PNLP, DGS, DSC, etc.), with the CCM, with the LFA and/or with the Global Fund;
- Coordinate the development and updating of project quality benchmarks (Quality Benchmarks) and monitoring the use of these Quality Benchmarks in project management;
- Ensure the updating of the level of achievement of indicators in the PRIME system of Save the Children
- Develop the project evaluation plan, coordinate the monitoring of the implementation and quality assurance of the evaluations, coordinate the review and validation of the evaluation reports, ensure the formatting and dissemination of the results of the evaluations, and contribute to the development and monitoring of an implementation plan for the recommendations of said evaluations;
- Contribute to the development of quarterly and annual MEAL activity reports
- Contribute to the improvement of the national monitoring and evaluation system, particularly for the management of community-based health activities, based on identified needs and international guidelines.
- Identify channels and develop appropriate tools (reports, technical sheets, case studies, PowerPoint, summary notes, position papers, abstracts, scientific articles, success stories, etc.) for effective dissemination of the results of learning and operational research activities.
Operational Learning and Research
- Coordinate the implementation of a situational analysis of learning mechanisms within the Global Fund project, then the development and implementation of an improvement plan;
- Coordinate the development and regular updating of a learning and operational research agenda, identifying priority issues for strengthening the quality of project implementation, the methodological approach, the implementation period and the plan for use and dissemination of results;
- Develop the terms of reference for the implementation of operational learning and research activities, coordinate the mobilization of the necessary resources (human, logistical, financial) and actively contribute to the establishment of technical partnerships including fellowships for the conduct of operational learning and research activities;
Accountability
- In conjunction with the Head of MEAL and the accountability focal points, coordinate the implementation of a situational analysis of the accountability system set up within the framework of the Global Fund project, then the development and implementation of an improvement plan;
- Establish a procedure and tools to ensure the participation of communities and children covered by the Global Fund project, supervise the implementation of this procedure at the PR level and coordinate monitoring by the zone teams of the implementation of this procedure by the SRs;
- In liaison with the designated focal points, set up mechanisms for collecting and managing complaints (safeguarding, fraud, harassment, poor quality of the program, non-compliance with free services, etc.) within the framework of the Global Fund project, coordinate the deployment of these mechanisms in the intervention areas, coordinate the documentation and monitoring of the collection and management of cases, and ensure the regular updating of the database
Capacity building of sub-recipients
- Coordinate the implementation of a situational analysis of the monitoring and evaluation function at the level of sub-recipients and the development and implementation of an action plan for improving performance;
- Coordinate technical assistance to sub-recipients for the development of the project performance framework and the breakdown of targets at different levels of intervention and the guidance of SR teams on the definition of contractual indicators, the method of calculating targets and the actions required for performance monitoring;
- Develop supports, guide SR project teams and coordinate technical assistance to sub-recipients by area teams for the appropriation and quality implementation of MEAL procedures (data collection, quality assurance, performance analysis for action, reporting, learning and operational research, accountability mechanisms, etc.).
Innovation and technology
- Contribute to the identification of needs and the development of an innovation development plan to strengthen the quality and effectiveness of the implementation of the Global Fund project;
- Coordinate the identification of needs for the development of Mobile Health and Real Time Data Monitoring applications within the framework of the project, actively participate in the mobilization of resources for the deployment of these applications, coordinate pre-tests and then scaling up and facilitate advocacy for appropriation by implementing partners and by the national party.
Contribution to program management and development (10%)
- Contribute to the identification of needs and actively participate in the development of concept notes and other documents required for the negotiation of grants with the Global Fund;
- Contribute to operational planning and day-to-day management of the project, including ensuring budget holder responsibilities;
- Ensure direct supervision of the project’s MEAL & RO staff and facilitate the development of real teamwork, with a culture of quality, proactivity and solidarity in close collaboration with the Country Office MEAL team;
- Represent Save the Children and/or the project team to stakeholders and in technical forums, at the request of the Chief Of Party and/or the coordination office;
Perform any other tasks as required by the program

QUALIFICATIONS
- Master’s degree in biostatistics or monitoring and evaluation with a specialization in epidemiology, or in public health, and/or in health information management and/or in quantitative and qualitative methods for health research.
PROFESSIONAL EXPERIENCE:
- Proven experience of at least 7 years with an international NGO or a United Nations agency in the development and coordination of a monitoring and evaluation system for community health programs;
- At least 5 years of experience in developing and coordinating monitoring and evaluation activities for Global Fund grants, particularly in developing performance frameworks, designing monitoring and evaluation plans, developing PUDRs, and program reviews with the LFA;
- Experience in developing and managing databases and routine data collection tools in community health programs;
- Proven experience in protocol development and implementation of evaluation and operational research and learning activities, in particular the conduct of quantitative and qualitative research work and the capitalization/dissemination of research work and lessons learned;
- Good knowledge of the project cycle and experience in project management;
- Proven experience in team management and development and in providing technical assistance to implementing partners;
- Experience in setting up and managing accountability mechanisms at community level would be an asset;
- Good knowledge of the health information system of the Ministry of Health of Côte d’Ivoire, in particular DHIS2 and community modules
SKILLS :
- Good command of IT tools, particularly for the use of data processing software (Excel, Word, Power Point, Publisher) and the use of statistical software (EPI-Info, SPSS, STATA, R, etc.);
- Ability to develop real-time data collection applications and Mobile Health applications strongly desired;
- Excellent ability to communicate orally and in writing in English, perfect professional use of French, excellent ability to write technical documents and contractual reports;
- Ability to work in a team with people of different profiles, under pressure;
- Autonomy: proactivity, ability to initiate actions and decision-making, and ability to work with little supervision.
