The Liberia Senior Country Representative (SCR) is the most senior Carter Center employee in Liberia. The Senior Country Representative oversees all aspects of programs ensuring that daily operations provide an environment for staff to work successfully and perform their duties and responsibilities. The Senior Country Representative shall have a comprehensive knowledge of a range of laws, policies, regulations, and guidelines that are applicable for the administration of multiple programs. The Senior Country Representative, in collaboration with senior Carter Center officials in Atlanta, and Liberia Program Leads develops long range program plans, goals, objectives, and milestones and supports Atlanta and manages the Liberia Program leads in monitoring and evaluating the effectiveness of existing programs. The SCR reports to Vice President, Overseas Operations on administrative, operational, and financial matters and receives programmatic guidance from Atlanta-based Program Directors/Program Managers. Due to the travel locations, Hostile Environment Awareness Training (HEAT) will be required.

FORMAL JOB DESCRIPTION:

• Serves as a liaison to an assigned country.

• Directs strategic planning, development, and implementation of program initiatives.

• Ensures that the interests of the program are properly represented and managed.

• Advises the program director in the review and evaluation of program initiatives.

• Develops program policies and procedures specific to the country of assignment and monitors the project through implementation.

• Works closely with the host country’s governmental agencies, as applicable, as well as non-governmental organizations.

• Collaborates and develops relationships with representatives of other organizations to achieve program goals.

• Directs contract negotiations with vendors/consultants in the country of assignment. Researches, writes and presents program-related speeches.

• Plans, administers and monitors the program budget.

• Oversees required record-keeping and the preparation of operational, statistical and briefing reports.

• Develops short and long term program goals.

• Provides leadership and overall management to locally recruited personnel in the country of assignment.

• Oversees human resources functions.

• Performs related responsibilities as required.

MINIMUM QUALIFICATIONS:

A bachelor’s degree in a field related to the program area. Seven years of related experience.

PREFERRED QUALIFICATIONS:

• A Master’s degree in a field related to the programs or in administration and seven years of program related experience, OR equivalent combination of experience, education, and training.

• A preferred candidate would have, a proven ability to work successfully in Liberia, especially with high level government officials, knowledge and understanding of Liberian politics, including accountability, transparency, anticorruption and government measures, knowledge of the justice system, access to justice, and/or rule of law, knowledge and understanding of Liberia’s 2010 Freedom of Information Act, knowledge and understanding of the Mental Health Act of 2017 (An Act to Amend the Public Health Law, Title 33, Liberian Code of Laws, Revised to Add Part VIII Health and Related Rights, Chapter 2, Mental Health), knowledge and understanding of election observation.

• Demonstrated experience with civil society or government agencies.

• A track record of conducting program administration and field assessments and leading teams.

• Experience in project implementation, management, including field teams.

• Experience in monitoring and evaluation.

• Experience in conducting and planning operational support (administration, logistics, and supervision of staff).

• Excellent verbal and written English language
