Job description

Responsibilities:
1. Support daily monitoring of all grant file documentation and ensure proper record-keeping of each grant activity, from start-up to closeout:
a. maintain a grant activity binder (electronic filing – SharePoint – and hard copy filing) for each
activity and ensure all required documentation is filed as steps within the CSSM grant cycle are
completed.
b. (Scan if needed) and upload to the Grant Management System (GMS) all required documentation
for each grant activity
c. Assist in verifying the overall quality of grants documentation, in English and French, and perform
the timely entry of all relevant grant information; serve as a Focal Point for all updates made to
grant records, including grant amendments – No Cost Extension and Cost Extension – approvals in
the Database
d. Liaise with relevant units to ensure timely processing of activity documentation, per the program
Grant Cycle Manual, and report bottlenecks to the Programme Officer (Grants & Reporting)
2. Support the rapid tracking and control of grant ideas and approved grant activities, including updating the Grant Management System (GMS) and relevant trackers (where necessary), and ensure the overal integrity of the Database

Participate in all grants management related meetings and support the rapid tracking and control of grant ideas and approved grant activities, the timely update of internal tracking tools, including the Activity Development Tracker for weekly and ad hoc reporting on the status of all grants
4. Closely work with the admin/finance team for the overall control of expenditures, with a specific focus on grant Commitments vs. Disbursements and update the Database accordingly
5. Perform the regular reconciliation of Grants Database financial tracking with IOM’s financial systems
6. Draft grant agreement and amendments, as needed, and help obtain the signature of the Chief of Party on grant agreements, amendments, and other relevant documents as needed
7. Assist the Programme Officer (Grants & Reporting) in any reporting, as required; and
8. Any other duties as assigned
Required Qualifications and Experience:
Education
● University degree / Bachelor’s degree in Economics, International Relations, Political Science, Law,
Development Studies, or related fields from an accredited academic institution with four (4) years of
relevant experience; or
● Completed High school diploma with six (6) years of relevant experience.
Experience
● Experience in project development and implementation.
● Experience with USAID grants management is a strong advantage.
● Experience in liaising with governmental authorities, national/international institutions, UN agencies
and non-governmental organizations.
● Experience working in international organizations, or a government is an asset.
● Experience working with USAID funded programmes, preferably with OTI, is advantageous.
Knowledge of the structures and operating models of the host-country government is a strong asset.
Skills
● Understanding of governance, and community resilience dynamics.
● Knowledge of project management cycle.
● Solid writing and synthesis skills, and experience in note taking.
● Demonstrated ability to deliver quality products under tight deadlines .
● Ability to work independently, and to be creative in obtaining and triangulating information from a variety
of sources.
● Strong computer skills, including proficiency in MS Office package (Office, Excel, Power Point, Outlook),
internet and Email.
Languages
• For all applicants, fluency in English is required (oral and written).
• Working knowledge of French is an added advantage
