Position Responsibilities
· Procurement:
·Coordinate with Procurement/Grants Director and Procurement/Grants Expert to oversee procurement of all goods and services for the project, ensuring compliance with Palladium policies
·Draft RFAs, RFPs, RF ls, EOls, etc. for procurements initiated from the field office
·Organize bidders’ conferences as required, answer questions from interested bidders, and manage post-conference communications
·Serve as procurement manager and organize procurement committees and reviews of proposals, as appropriate
·Review invoices for local goods/services for the project and recommend for payment
·Maintain a filing system for all procurement documentation in preparation for future audit
·Ensure all relevant subcontractors have a UEI and sam.gov active registration, if required.
·Ensure FFATA forms are completed for all subcontractors upon award and at any relevant modification.
·Close out subcontracts in accordance with Palladium policies and procedures
·Other tasks as may be deemed necessary by the Procurement/Grants Director or COP
Grants:
·Coordinate with Procurement/Grants Director and Procurement/Grants Expert to oversee all grants solicitation, selection, award, management and closeout activities for the project, ensuring compliance with Palladium policies
·Design and conduct grants solicitation and advertisements
·Prepare Grant Review Guidelines for evaluators, including scoring formats
·Coordinate the Grant Evaluation Committees, support negotiations with applicants, and help prepare the Memorandum of Negotiations and Responsibility Determination Statement, awards and execution
·Conduct grants administration, compliance, and implementation procedures, and ensure compliance with USAID grants regulations, including procurement regulations
·Conduct grants tracking and reporting, ensuring timely usage of grants funds as per annual work plans
·Ensure all grantees have a UEI and sam.gov active registration, as required.
·Ensure FFATA forms are completed for all grantees upon award and at any relevant modification.
·Issue instructions and provide guidance to grantees for the Branding and Marking Plan and Monitoring and Evaluation of grant implementation practices
·Close out grants in accordance with Palladium policies and procedures
·Other tasks as deemed necessary
Maintain Agreement Tracker and FFATA log for project
Required Qualifications:
Position Requirements
·Demonstrated contracting and procurement experience especially with USAID-funded projects, preferably with co-design processes
·Experience supporting Grant Under Contract (GUC) awards under USAID policies
·Knowledge of USAID policies and procedures, specifically in grants, procurement, accounting, and financial compliance.
·Microsoft office suite proficiency and the ability to operate spreadsheet and word-processing programs at a highly proficient level
·Proactive problem-solving, decision-making, and good judgment skills
·Demonstrated ability and commitment to manage confidential information
·Attention to detail and ability to perform multiple tasks and balance competing priorities effectively and efficiently
·Strong written and verbal communication skills in English.
·Ability to communicate effectively with managers, colleagues, service providers and clients
·Professional and mature demeanor and conduct
Experience/Education
· A degree or equivalent in finance, management or international development
· At least three years’ experience in a grants role, preferably with USAID.
