Role and Responsibilities
Provide strategic direction to the USAID Health Office and HIV/AIDS teams to ensure that highly effective approaches to HIV/TB prevention and treatment are developed and implemented.

Support HIV/AIDS teams to maintain effective oversight over implementation of HIV/TB programs and achievement of set targets and to address implementation challenges.

Support program managers to develop and implement strategies to address poor partner performance.

Support HIV/AIDS to adopt adaptive management strategies through regular analysis of data, identification of implementation bottlenecks and developing timely remedial solutions.

Partner and collaborate with other USG PEPFAR implementing agencies, participating in inter-agency technical working groups and other collaborative meetings as required.

Support HIV/AIDS teams and implementing partners in budget compliance and monitoring, ensuring that outlays remain consistent with results and are within planning levels.

Provide strategic leadership during PEPFAR Country Operating Plans (COP) development and advise Mission leadership on the most appropriate decisions to take.

Oversee the recruitment of new staff to ensure that the HIV/TB team has adequate human resources

Support the Management of on-going activities to ensure high performance of implementing partners and sustained progress towards epidemic control

Support the design and procurement of new awards

Support the rollout, monitoring, and troubleshooting of new local awards Support the rollout, monitoring, and troubleshooting of new government-to-government activities

Support smooth consolidation of PEPFAR supply chain activities under USAID

Qualifications 

Education: Minimum of Master’s Degree in one of the following: Public Health, Epidemiology, Public Policy or International Development

Prior Work Experience: A minimum ten years leading international public health development programs, particularly developing, designing, managing and monitoring HIV/AIDS activities and initiatives in developing countries  At least five years working on PEPFAR activities with USAID or the CDC at the field-level.

Skills and Abilities: Strong interpersonal skills, including ability to work effectively in a team ranging from junior level, administrative, technical to mid and senior level public and private sector officials, implementing partners and other development partners, are required. Applicants must demonstrate that they are able to develop effective project manager relationships with implementing partners. Excellent organizational skills and the ability to multi-task and stay organized in a complex, frequently changing environment is a requirement. Demonstrated advanced analytical skills and problem solving, as well as the ability to effectively manage stress and conflict. Experience in managing and supervising professional project management staff within a culturally diverse international setting is desirable. An applicant is expected to have the following minimum computer skills: fully functional in Windows, MS Excel, word processing and PowerPoint; and fully functional in using the internet to solve problems and research information, such as regulatory guidance.French language skills a big plus.
