We’re looking for a Digital Program Manager to lead our program aimed at demonstrating effective digital systems in a primary healthcare (PHC) setting. Our aim is to build or optimize and deploy a digital system for PHC that minimizes the reporting burden on frontline healthcare workers, supports a truly user-centric, data-driven approach, and meets pre-defined standards. The Digital Program Manager will be responsible for working with a wide range of stakeholders to build a strategy and execute on that strategy to achieve the above stated goals. The role is based out of Rwanda.
Core Responsibilities and Duties:
- Map existing and future digital and digital health policies in Rwanda, including the progress with respect to execution on those policies (eg, map progress on the National Digital Health Plan)
- Map existing programmatic/clinical workflows with all govt and external stakeholders and disseminate learnings to a wide range of stakeholders.
- Assess the digital and digital health infrastructure and market in Rwanda. Map existing digital health solutions in the public health space.
- Coordinate with the Ministry of Health and allied offices, clinical experts and committees, digital implementers and RTSL to build a strategy on achieving goals of the project with set activities and timelines.
- Set up a technology PMU in the Ministry of Health to execute on set activities.
- Draft guidelines and policies required for executing the project
- Identify, build working relationships and liaise with key stakeholders in the Ministry of Health for sign-offs on required approvals, guidelines and policies
- Help identify external agencies and build working models to help execute the project
Required Experience, Skills, and Qualifications:
- At least 10 years of experience working with Government to set up digital infrastructure or digital solutions
- Has been part of/ led a team that has delivered a digital solution that has scaled
- Demonstrated ability in drafting policies and guidelines related to digital health
- Demonstrated ability in setting up effective digital teams
- Proven experience of navigating bureaucracy and delivering on programs
- Experience collaborating with design and product development teams
- Excellent communication, presentation, and organization skills
- Able to work both as an effective team player and an individual contributor
- Be self-driven, outcome-focused, highly organized and systematic including with high volumes of data, and able to function effectively while working remotely
- Able to keep a tab on all learnings and comprehensively present them as growth to the team at RTSL
- Background in Public health is highly desirable
