The Monitoring and Evaluation (M&E) Specialist will be a core member of the NPI EXPAND activity evaluation team and will provide subject matter and evaluation expertise on the evaluation team. The planned period of performance for this activity is expected to start mid-January/early February 2024 and go through June 2024. The anticipated level of effort during this performance period for M&E Specialist is estimated at 63 days.

Responsibilities:

  • Participate in the development of the evaluation work plan and provide leadership in designing the evaluation including sampling procedures.
  • Utilize strong evaluation and subject matter expertise in both quantitative and qualitative methodologies to support the evaluation team.
  • Contribute to the development of instruments, respondent selection and secondary data review process.
  • Ensure data quality and integrity by training other members of the team on best data collection, data capture, and analysis practices.
  • Manage data collection efforts including sampling, planning and coordination with relevant stakeholders and respondents.
  • Apply expertise in social accountability tools to analyze and to interpret evaluation findings and make actionable recommendations.
  • Participate in data collection and capture efforts including conducting interviews, document reviews, and direct observations.
  • Collaborate with the evaluation team members to understand data, draft evaluation report and presentation to USAID/Ethiopia and other relevant stakeholders, including participating in the Findings, Conclusions, and Recommendations (FCR) process.

Qualifications:

  • Bachelor’s degree required. Master’s degree in social studies, economics, monitoring and evaluation, statistics, business administration, organizational development, and development studies preferred.
  • Minimum eight years of experience in social research and evaluations required.
  • Experience in qualitative and quantitative evaluation design methodology and qualitative data collection through key informant interviews, focus groups, and analysis.
  • Experience in analyzing DHIS2 data.
  • Experienced in Social Accountability focusing on Community Score Card for Health and Organizational Capacity Assessment.
  • Experience with USAID’s cross-cutting program priorities, such as localization, gender equality and women’s empowerment, etc.
  • Experience working in project implementation regions including Amhara, Southwest Ethiopia, Southern Nations Nationalities Peoples’ (SNNP) and Sidama regions of Ethiopia is preferred.
  • Knowledge and experience related to family planning, reproductive health, and maternal and Child health.
  • Familiarity with USAID Evaluation Standards and requirements required.
  • Proficiency in English, both written and verbal required. Skills in other official local languages or recognized languages are a plus.
