The Team Leader will be responsible for the overall management of the impact evaluation and provides overall technical leadership support for the evaluation, with guidance from the USAID/Ethiopia LAA. The Team Leader will oversee the evaluation team’s efforts to effectively design, implement, report, and disseminate on the evaluation and ensure high-quality and timely performance throughout the evaluation. The planned period of performance for this activity is expected to start mid-January/early February 2024 and go through June 2024. The anticipated level of effort during this performance period for the Team Leader is estimated at 70 days.
Responsibilities:
- Guide the development of a work plan that includes a draft timeline, evaluation milestones, schedule of field visits and data collection efforts, proposed evaluation methodology, and members of the evaluation team delineated by roles and responsibilities.
- Lead the development of the evaluation design.
- Manage data quality throughout the evaluation process, including data evaluation and report writing.
- Coordinate and oversee all aspects of the evaluation, ensuring adherence to timelines, budget, and compliance with USAID Evaluation Standards.
- Ensure incorporation of gender considerations.
- Utilize strong evaluation and research background in both quantitative and qualitative methodologies.
- Apply analytical skills to interpret evaluation findings and make actionable recommendations.
- Serve as the primary point of contact on the evaluation, maintaining regular communication, and providing updates on project progress.
- Ensure effective communication within the team and with key stakeholders.
- Work closely with team members to ensure effective coordination and collaboration.
- Provide guidance to team members, promoting a positive and productive working environment.
- Monitor team performance, provide feedback, and address any performance issues.
- Lead effective collaboration with the implementing partner of the NPI Expand Activity and its local partners to ensure timely and accurate reporting of evaluation results.
- Write and prepare high-quality reports, presenting evaluation findings and recommendations to USAID/Ethiopia and other relevant stakeholders.
- Address all USAID comments.
Qualifications:
- Master’s degree in health, evaluations, or related field required.
- Minimum 10 years of evaluation expertise, evaluation management in the health sector, social accountability, and Organizational Capacity Assessment (OCA) is required.
- Experience serving as a technical subject matter expert on the application of social accountability tools, especially the Community Score Card approach, and OCA enhancement activities in the health sector.
- Experience with analytical ability and leadership skills in team management, evaluation design, and implementation required.
- Experience in leading evaluations of similar scale and the ability to manage complex projects required.
- Experience in leading data collection, analysis, and interpretation using quantitative and qualitative methods required.
- Experience in USAID’s cross-cutting program priorities, such as localization, gender equality and women’s empowerment, etc.
- Experience conducting health sector program/project evaluations in Ethiopia is preferred.
- Knowledge and experience related to family planning, reproductive health, and maternal and Child health.
- Familiarity with USAID Evaluation Standards and requirements required.
- Strong organizational and time management skills, with the ability to meet deadlines and deliver high-quality work required.
- Strong attention to detail, analytical, and problem-solving abilities required.
- Proficiency in English, both written and verbal required. Skills in other official local languages or recognized languages are a plus.
