Primary Responsibilities: 

  • Develop detailed project plans and budgets in collaboration with country and regional project teams.
  • Oversee the establishment and operation of planned health service delivery (MHNT, Surge team and outreach services)  and health system strengthening  activities adherence to Ministry of Health guidelines and providing strategic direction, and thought leadership for mobile team implementation.
  • Lead the design of innovative service delivery models and optimization approaches. Drive the use of technologies (e.g. tablets, electronic records etc.) to improve quality and monitoring
  • Work with MEAL team and MOH to develop M&E framework for MHNT /surge team.
  • Develop, monitors, and evaluates deliverables across multiple equity initiatives and working groups.
  •  Creates tools to examine through equity lens; Mobilizes data, research and evaluation to make the case for interventions for health equity.
  •  Prepare and present reports, findings, and lesson learned, innovations and recommendations to internal and external policy makers and stakeholders to advance the goals and objectives of equity initiative.
  •  Develop and disseminate communications to staff and external partners related to the organization’s commitment, practices, innovations, accomplishments, and learnings regarding health equity.
  • Support impmentation of planned health service delivery (MHNT, Surge team and outreach services) and health system strengthening activities.
  • Work with the MOH, SCI MEAL team and selected third party  to develop MEAL  to develop sustainable data collection mechanism for alternative health service modalities such as  Mobile health services , surge  team services  and outreach services.
  • Engage in MHNT technical working group and support MOH in development of MHT service documents such as MEAL framework, protocols and reporting mechanism.
  • Support work across UKHSA to develop a systematic approach to advanced public health intelligence and data driven health equity to ensure evidence-based policy development and implementation and ensure that there is timely monitoring and publication across all disease areas on inequalities to monitor whether efforts to reduce them are successful.
  • Led the recruitment, training, and management of high-performing project staff across multiple regions.
  • Coordinate procurement and distribution of medical supplies, drugs, and equipment to MHNTs and supported health facilities
  • Organize training for healthcare providers on clinical care, data collection/reporting, outbreak preparedness etc.
  • Lead monthly planning meetings; organize quarterly meetings to review progress with project team
  • Oversee collection, analysis and reporting of program data; lead project monitoring and evaluations
  • Coordinate healthcare worker training on a range of clinical, technology and innovation topics
  • Lead robust monitoring, evaluations and learning around new approaches
  • Ensure effective financial management, procurement controls and grant compliance
  • Identify project risks and mitigation strategies; promptly escalate key issues
  • Represent the project in coordination meetings and technical working groups,  health coordination and clusters at national/regional levels

QUALIFICATIONS AND EXPERIENCE:

  • Bachelors degree in public health, Health Administration or related technical field
  • 8 years of health program management experience including mobile service delivery
  • Expertise in the use of technology and innovation in public health programming
  • Experience incorporating human-centred design approaches
  • Experience in implementing research or advocacy focused health project, documentation of innovation and learnings and dissemination.
  • Experience in implementing Alternative health service modalities (Mobile Health Teams, Surge team and outreach services).
  • Experience in working in programs focused on the needs of underserved communities, addressing the social determinants of health, identifying community assets, countering social inequalities, and/or increasing health equity.
  • Experience in utilizing HMIS /DHIS2 and health system MEAL mechanism.
