Responsibilities

  • Provide technical leadership and support for all M&E and knowledge management activities.
  • Develop the AMELP and performance management plan, and manage them as tools for project monitoring to inform project leadership.
  • Participate in relevant global and local technical working groups and apply global guidance to project MEL indicators and measurement.
  • Coordinate with the USAID Z-MELP project as appropriate.
  • Lead data collection, analysis, visualization, and donor reporting on project activities.
  • Provide technical oversight of MEL staff in target provinces.
  • Ensure effective use of data for decision-making and adaptive management within the project team.
  • Strengthen capacity of MOH/NMEP and other in-country stakeholders in effective use of data for learning and decision-making.
  • Ensure timely and complete reporting from partners in accordance with approved reporting formats.
  • Monitor and evaluate progress towards annual work plans and expected outputs, including selecting and monitoring progress in meeting key performance indicators.
  • Participate actively in the development of the project’s workplan from the start and yearly to ensure appropriate M&E indicators and data collection, collation, and analysis tools and resources are identified and used.
  • Coordinate preparation of all quarterly and annual project reports, inception report, ad-hoc technical reports, and success stories for USAID funding in line with the required formats.
  • Adapt and implement tools and techniques to improve the quality and use of data for decision making.
  • Consolidate and disseminate information on lessons learned and expertise within and outside the project.

Required qualifications and experience

  • Minimum of a master’s degree in a relevant field, such as public health, epidemiology, biostatistics, or social sciences.
  • At least 10 years of experience leading MEL and CLA activities for global public health programs; experience in MEL for malaria programs preferred.
  • Knowledge of and experience applying best practices in MEL for malaria programs, including standard indicators and measurement.
  • Demonstrated experience in establishing and managing MEL systems to track performance.
  • Strong experience with USAID reporting requirements.
  • Strong analytical skills to successfully use data and evidence for decision-making to guide program adaptations.
  • Excellent ability to articulate oral and written technical information clearly and effectively to both technical and non-technical audiences and demonstrated track record of producing high quality, well-written deliverables in a timely fashion; ability to synthesize analysis into narrative for learning products, publications, and materials for dissemination to broader audiences.
  • Expertise in qualitative and quantitative research methods.
  • Demonstrated management, leadership, mentorship, decision making, and interpersonal skills.
  • Demonstrated ability in leading geographically dispersed teams.
  • Full professional proficiency in English, with excellent oral and written communications skills required.
  • Available to travel nationally and internationally up to 25%.
